Employee & Business Support Services - Business Services Payroll

The Washington State Department of Corrections is seeking a highly motivated and qualified individual for the position of Fiscal Analyst 2 located at the DOC Headquarters in Tumwater, WA. This is a full-time, permanent position.

As a member of the DOC Business Services Payroll Team, and under the direction of the Agency Payroll Officer, this position supports the Department's goals and objectives by developing systems and processes that ensure that every paycheck created will be treated as if it were their own and that the fiscal responsibilities the State of Washington are met with the highest level of integrity.

Duties may include but are not limited to:

Audit employees on extended leave

  • Ensure that employees out on extended leave for military, leave without pay (LWOP), FMLA, L&I, education, etc. are properly paid each pay period
  • Work with facilities to verify that employees are on extended leave
  • Work with employee/supervisor/facilities to verify correct amount of leave/LWOP used each pay period to avoid possible overpayments
  • Monitor benefits eligibility and work with Benefit Specialist to review medical exception report
  • Send courtesy letters whose benefits are in jeopardy and new employees on L&I time loss
  • Prepare and monitor LTD claims
  • Update HRMS and/or PAY1 as necessary
  • Monitor employees currently receiving L&I payments
  • Process L&I leave buy back payments and return of leave used as appropriate
  • Monitor and process assault benefits as defined per Agency policy, WAC, and CBA
  • Establish, monitor, and maintain Access database for all employees on extended leave

Payroll processing

  • Set up new hires, process rehires, transfers, separations, shift differential and all other actions within HRMS and/or PAY1
  • Audit PEBB worksheets for accuracy and process appropriately
  • Establish, maintain, and monitor employee benefits in compliance with RCW, WAC, and CBA policies
  • Provide information, as required, to DRS, HCA, or insurance carriers
  • Process special pay for dual language employees, Defensive Tactics trainers, etc.
  • Complete employee authorized inquiry forms for employment and/or salary verification from financial institutions or other State Agencies
  • Timekeeping as appropriate
  • Investigate and correct and HRMS redline and financial errors (ALAS or RPCIPE)
  • Establish, monitor, and maintain electronic file folders for all employees

Other duties as assigned

Required Qualifications:

  • High School Diploma or GED
  • Accounting 201 and Accounting 202 from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent
  • One year of relevant professional experience. Relevant experience is defined as Fiscal Analyst 1 or above level work.
    • Provided that a candidate possesses a degree focused on accounting or business management/administration: an AA degree can be equivalent to 1 year required work experience, and BA degree or above can be equivalent to 2 years of required work experience. Equivalencies to be reviewed by Comptroller/designee, degrees outside of focused areas will NOT count towards experience requirements.

Desired Qualifications:

  • Additional relevant professional experience at Fiscal Analyst 1 level.
  • A business focused Bachelor's degree from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent, with minimum 20 accounting credits to include Accounting 201, 202, 203 and Governmental Accounting.

Special Requirements/Conditions of Employment

  • Completion of Governmental Accounting from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent within the six months from date of hire.

Telework Details

This position may be eligible to telework after initial in-office training is complete. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service. Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite. Employees will be required to commute to a Department of Corrections facility as business requires.
