The Office of Financial Services leads agency programs by providing budgeting, contracting, grant management, purchasing, facility management, and accounting services, ensuring compliance with state and federal laws and regulations. It oversees agency-wide financial activities, promotes operational effectiveness and financial stability, and manages financial impacts during emergencies.
The Federal Emergency Management Agency (FEMA), reimbursement team is seeking multipleFiscal Analyst 3 (FA3) to aid in the development and execution of financial record-keeping and preparations for FEMA reimbursement processes related to the agency's COVID-19 pandemic response. The incumbent will offer financial support, organizational coordination, and technical assistance to facilitate the provision of necessary financial records for FEMA reimbursement. They will collaborate with a team to ensure all documentation is well-organized and comprehensive and includes all essential information for reimbursement. Reporting will be to the FEMA Reimbursement Supervisor.
The duty station for these full-time FA3s is in Tumwater, WA. Telework (mobile work) is currently expected. Required in-office work is rare and would be scheduled in advance. All positions are project limited with an anticipated end date of June 30, 2025.

Required Qualifications
Experience defined below may have been gained through paid or unpaid activities. Please ensure any relevant experience defined below is outlined in your cover letter, resume, and/or applicant profile
Option 1: Three (3) or more years of experience in accounting, auditing, budgeting, or finance in accounting, auditing, budgeting, finance, or related fiscal program management field.
Option 2: Completion of a formal post-high school education or certificate program with a focus on business administration accounting, auditing, budgeting, or finance; or closely related field; AND one (1) or more years of experience in accounting, auditing, budgeting, or finance in accounting, auditing, budgeting, finance, or related fiscal program management field.
Experience will include computer skills with the use of MS Office or comparable systems for inputting data into databases, spreadsheets, word processing tools, and communicating with others via email and chat systems, which may include:
  • Spreadsheets - create, modify, print, and format spreadsheets including work with formulas, data, and functions.
  • Internal information management tool or system - entering, tracking, and monitoring information.
  • Word processing tools - create, format, edit tables; preview, print, and save documents; as well as using standard functions to select, edit, copy, paste, format, headers, and footers, use spell check, and create bulleted and numbered lists.
  • MS Outlook or comparable emailing systems to compose and respond to correspondence electronically.

Desired Qualifications
  • Experience in an incident management team during an actual emergency response.
  • Completed Incident Command System (ICS) 100, 200, 700, and 800 level training.
  • Two (2) or more years of experience working in a governmental environment with accounting, budgeting, contracts, or grants.
  • Two (2) or more years of professional experience using state accounting systems - AFRS, Enterprise Reporting, and Web Intelligence.
  • Advanced knowledge of Washington State accounting policies and procedures.
  • Knowledge of WA State general ledger and transaction codes for reconciliation purposes
  • Experience applying and adapting established accounting methods to a variety of accounting transactions.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are multiple medical plans with affordable monthly premiums that offer coverage throughout the state.
Staff are eligible to enroll each year in a medical flexible spending account which enables them to use tax-deferred dollars toward their health care expenses. Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts.

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.
Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.
Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.
Sick Leave
Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.
