Keeping Washington Clean and Evergreen

The Financial Services Division within the Department of Ecology is looking to fill a State Agencies & Telecom Specialist (Fiscal Analyst 2)position. This position is locatedin our Headquarters Office inLacey, WA. Upon hire, you must live within a commutable distance from the duty station.

In this position, you will be responsible for paying agency expenditures for other State Agencies, gaining familiarity with the products and services that agencies offer throughout the State of Washington. You will use Excel and Power BI spreadsheets and calculate expenditure splits. You will also use Department of Revenue sales tax rates, updating the rates as needed to pay State Use Tax.

Program Mission: The Financial Services mission is to manage the agency’s financial resources and support agency planning so that environmental goals and strategic priorities are met.
Tele-work options for this position:This position will be eligible for up to a 60% tele-work schedule.Applicants with questions about position location options, tele-work, and flexible or compressed schedules are encouraged to reach out to the contact person listed below in “other information.” Schedules are dependent upon position needs and are subject to change.

Duties



What makes this role unique?

In this role, you will process expenditures from other State Agencies as well as telecom expenditures and State Use Tax.
What you will do:
  • Pay other agency expenditures.
  • Pay Telecom expenditures.
  • Pay various agency taxes.
  • Crosstrain on other duties as needed.

Qualifications

Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:


  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent
Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.
  • A Bachelor's degree with a minimum of 18 quarter or 12 semester hours of college-level accounting AND a minimum of two years of relevant experience, including accounting, bookkeeping, or payroll experience.
  • Professional accounting experience may substitute for education, but not for the minimum accounting credits.
  • A Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.


Computer Skills required:
Basic proficiency using Microsoft Office products including Word, Excel and Outlook; is able to create, edit, modify, save, and delete documents and spreadsheets; includes locating and accurately modifying existing files and templates for reuse.

6 years of experience.


Combination 2


30-59 semester or 45-89 quarter credits, which includes at least 18 quarter or 12 semester hours of college-level accounting.


5 years of experience.


Combination 3


60-89 semester or 90-134 quarter credits (AA degree), which includes at least 18 quarter or 12 semester hours of college-level accounting.


4 years of experience.


Combination 4


90-119 semester or 135-179 quarter credits, which includes at least 18 quarter or 12 semester hours of college-level accounting.


3 years of experience.


Combination 5


A Bachelor's Degree or higher with a minimum of 18 quarter or 12 semester hours of college-level accounting.


2 years of experience.


Combination 6
A Master’s degree or higher in a financial related field; or certification as a Public Accountant (CPA), Internal Auditor (CIA), Certified Governmental Financial Manager (CGFM) or Management Accountant (CMA).
No experience required.

Desired Qualifications:

  • Intermediate proficiency with agency-standard software applications and systems.
