Description
Keeping Washington Clean and Evergreen
The Financial Services Division within the Department of Ecology is looking to fill a Cashier (Fiscal Analyst 2 In-Training) position. This position is locatedin our Headquarters Office inLacey, WA. Upon hire, you must live within a commutable distance from the duty station.
Join our team in the Revenue & Receivables Unit where you will gain valuable experience in financial management and accounting! In this position you will ensure the accuracy and efficiency of Ecology's financial operations by recording daily money received from checks, cash, and Automated Clearing House (ACH) transactions, producing daily deposits, preparing Journal Vouchers, and processing refunds. You will expand your financial knowledge and general ledger experience within the state accounting system in this dynamic, fast-paced role.
Note: This position offers a career path and on-the-job training. This position allows you to progress through the Fiscal Analyst field and achieve the goal class of a Fiscal Analyst 2 (FA2). Candidates will be considered at the FA1 and the FA2 levels, depending on their qualifications. For salary levels for each, please see the qualifications section.

Duties
What makes this role unique?
Every day is different depending on the amount of payments received as well as the varied coding that is used. You will gain exposure to all the programs within Ecology and their unique financial codes. You will have the opportunity to interact daily with a variety of people, including answering questions from both staff and the public.
What you will do:
  • Create Cash Journals for payments received each day.
  • Prepare and process Journal Vouchers for payment corrections.
  • Research payments and process refunds.
  • Create Daily Bank Deposits.
  • Assist a variety of customers and respond to their inquiries.

Qualifications
This is an In-Training position. The goal class for this position is a Fiscal Analyst 2 (FA2). We will consider applicants who meet the requirements for both the FA2 and the FA1 levels. If the finalist meets the requirements for the FA1 level, then they will be hired in at that level and will be placed in a training program to become a FA2 within a specified period of time.
Required Qualifications:
Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are:
  • 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent
  • 20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalent

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience.

At the Fiscal Analyst 1 level: Range 40 ($3,376 - $4,497 monthly) (In-Training)
  • A Bachelor's degree with a minimum of 18 quarter or 12 semester hours of college-level accounting.
  • Professional accounting experience may substitute for education, but not for the minimum accounting credits.

Computer Skills required at both levels: Basic proficiency using Microsoft Office products including Word, Excel and Outlook; ability to create, edit, modify, save, and delete documents and spreadsheets; including locating and accurately modifying existing files and templates for reuse.

At the Fiscal Analyst 2 level: Range 44($3,700 - $4,968 monthly) Goal Class
  • A Bachelor's degree with a minimum of 18 quarter or 12 semester hours of college-level accounting AND a minimum of two years of relevant experience, including accounting, bookkeeping, or payroll experience.
  • Professional accounting experience may substitute for education, but not for the minimum accounting credits.
  • A Master's degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant with a minimum of 18 quarter or 12 semester hours of college-level accounting can be substituted for the professional experience.
