General Description
The Orange County Department of Social Services has openings for two Human Services Coordinator II. The work involves the responsibility for leading the work of and providing training to Human Services Specialists, Human Services Technicians, and/or Social Worker II positions. An employee in this class leads a team in application processing, determination, and re-determination of eligibility for one or more public assistance and/or employment services programs, troubleshooting issues and training staff on the use of related software applications and case management protocols. This classification is distinguished from the Human Services Coordinator I classification by the level of responsibility for more complex program services, management duties and coordinating assigned Human Services program(s) and providing services to a specialized caseload.
Work is performed under the general direction of the Human Services Supervisor with leeway to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making decisions regarding customer needs and requests and conducting project assignments. Supervision over others may be required of this position. Position does related work as required.
The hiring range is based on the Orange County Social Services Step Plan. The Step Plan is based on years of Human Services Coordinator II experience. Full credit is given for years of experience performing the same job functions. Partial credit is given for years of experience performing related job functions. The top half of the scale is reserved for career employees with senior level experience in the same role.
*This is a safety sensitive position and participation in the Drug and Alcohol Program is required. Background Check is required.

Coordinates the assigned Human Services program(s) for effective program delivery, develops plans for accomplishing program objectives, staffing requirements, and allotment of funds to various program components.
Performs recordkeeping, reviews program progress and needs and participates in goal setting and program evaluation.
Plans, directs, and directly supervises, and evaluates the work of assigned staff.
Provides staff training on regulatory compliance and determination and re-determination of eligibility for public assistance and/or employment services programs, resolves problems, and ensures quality services are provided.
Plans and conducts meetings, training and other activities for program participants and creates educational materials.
Recruits, trains, and supervises volunteers and/or interns.
Administers program budgets as assigned.
Serves as technical resource to agency staff, clients, and community organizations and troubleshoots complex issues in NC FAST and NC WORKS.
Provides and coordinates case management services including determining eligibility, conducting assessments, developing plans to provide basic services to meet client needs, and explains available services and programs.
Makes referrals to appropriate personnel, department or partnering agencies.
Prepares case documentation and required reports.
Reviews client progress in consultation with management and staff and resolves problems and monitors quality of service and completes second-party reviews.
Provides consultation services to the community and related agencies including meeting with community organizations, private individuals, agency administrators, and professional staff to gain cooperation in achieving program goals and serves as liaison to select community organizations.
Receives and/or reviews records and reports, such as referrals for programs and volunteers, and research information for programs and client needs.
Assists in evaluating statistical reports in order to determine whether agency goals are being met; compiles information in order to complete reports; and proposes new procedures in order to make division more efficient.
May serve as back-up to the Human Services Supervisor.
Participates in community outreach activities including direct community engagement, job fairs, hiring events, and various outreach events including food distributions, holiday programs, youth programs and other preventative activities.
Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail and database software in performing work assignments.
Adheres to the department's safety rules and regulations.

MINIMUM QUALIFICATIONS
Graduation from an accredited college or university with a master's degree in Human Services field such as social work, counseling, or psychology or closely related field AND one (1) year of work experience in social work or counseling and/or work experience in the techniques of casework, group work, or community organization. Must have one (1) year of work experience inleading teams and/or coordinating the work of others; OR
An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.
SPECIAL REQUIREMENT
Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
All offers of employment are conditioned upon successful clearance of a background check and pre-employment drug testing. Employment cannot commence until the employee has been cleared.
Requires flexibility and adaptability to be re-assigned to assist with other DSS-related functions as determined by the Social Services Director or their designee.
In the event of an emergency, as determined by the County Manager, the DSS Director, or designee, participation in preparedness and response operations, as well as critical agency needs, should be expected. Employees may be required to fill a temporary assignment in a role different from standard duties, work hours, and/or work location.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS
Must be able to physically perform the basic life operational support functions of standing, walking, stooping, keyboarding, talking, sitting, bending, kneeling, grasping, hearing, handling, pushing, pulling, lifting, carrying, reaching and repetitive motions of the hands and wrists.
Ability to perform sedentary work, exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
Must possess the visual acuity to prepare and analyze data and figures, perform transcription, and operate a computer terminal.
Emotional stress due to the nature of interactions with clients or service providers.
Irate clients and/or family members who may be hostile, resistant or violent.
Workers are subject to inside environmental conditions.
