Job description

Hennepin County Human Services is seeking a director to be a part of the department's leadership team to provide strategic direction for Human Services by leading the Child Support and Well-Being service areas. This senior leadership position will work with other department leaders to maintain and strategically advance the organization in achieving successful outcomes of safety, stability, self-sufficiency, and well-being.
This position will report to the Deputy County Administrator of Health and Human Services and will lead the work in the Child Support and Well-Being areas, and work across the organization to develop systemic strategies that promote income, education, employment and economic stability for our residents and address racial disparities.
Location and hours:
This position is hybrid and will be performed both on-site at the Government Center in downtown Minneapolis at 300 6th St S, Minneapolis, MN 55487 and remote as job duties require. Work hours for this position are Monday through Friday from 8 a.m. to 5 p.m. with occasional evenings. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin.

About the position type:
This position is full-time, benefit-earning and unclassified. Unclassified positions are non-permanent (at will) and are not subject to HR law/rules. You must be a current regular or probationary employee of Hennepin County's Human Services and Public Health (HSPH) department to apply for this position. Limited duration employees not eligible.
This position is internally classified as a Director.

In this position, you will:
  • Provide senior level leadership of Well-Being and Child Support services including leading over 380+ staff in the management, planning, and coordination of operations to ensure services are customer-focused and enhance resident access to education, employment, and income and operate in compliance with federal and state laws and regulations.
  • Work with department leadership to create organizational vision and strategy, leading with purpose.
  • Ensure a collaborative, diverse, energizing, supportive and nimble work culture and develop future leaders.
  • Work with the Director of Financial administration and Deputy County Administrator to develop and monitor budgets, revenues, and expenditures.
  • Work across Hennepin County to foster alignment, promote cross-disciplinary partnerships within and across departments, and service areas that affect the people served by collaborating and sharing data and co-creating solutions that lead to better outcomes for Hennepin County residents.
  • Work across the organization and with community partners to reduce and align work to reduce racial disparities for residents.
  • Use and develop agency performance and community level data and analytics to continuously improve processes, policies, practices with a focus on improving outcomes for residents/families/children.
  • Provide leadership to further department-based strategies that align with county goals, mission and core values for diversity, equity & inclusion.

Need to have:
One of the following:
  • Eleven or more years of management or administrative experience.
  • Bachelor's degree or higher in a field related to the business and seven or more years of management or administrative experience.

And the ability to demonstrate the Director competencies:

  • Strategic Resource Management - Effectively manage a broad spectrum of resources including human resources, financial and capital projects, and technology.

  • Experience:
    • Leading and managing staff.
    • Ensuring budgets and finances to strategically manage and align with department wide fiscal framework and targets.
    • Working with relevant state and federal laws, statutes, and regulations, including standards of practice and administration of programs.
    • Being innovative and using data to improve program performance and measure outcomes.
    • Leading in a complex organization, cross-functional management, and/or integrated services design and delivery in a human services agency or related area.
    • Leading leaders to strategize for future staffing needs, succession planning, and coaching and mentoring of new leaders to achieve organizational results and equity.
  • Knowledge and demonstrated ability to examine and directly address the impacts of structural and institutional racism and successfully apply diversity, equity, and inclusion best practices to reduce disparities, including:
    • Leading an environment where team members follow a holistic and responsive approach for service delivery specifically with BIPOC communities.
    • Working understanding of cultural differences and the impacts of culture on service effectiveness, organizational effectiveness, and effective relationships with staff, partners, and those we serve.
  • Ability to:
    • Communicate and engage effectively with employees at all levels of the organization, as well as with community members and other governmental organizations.
    • Lead through ambiguity and change.
    • Use data to lead and build a data informed culture.
    • Execute the principles of effective and inclusive change management.
    • Working with community providers to advance strategic outcomes and reduce disparities experienced by county residents.
    • Analyze existing community needs and develop practical and effective delivery programs, integrating efforts with communities to provide effective, person-centered services.
    • Establish and maintain effective relationships with elected officials, administrators, directors and managers, community leaders and groups.
