The $937M Elevate General Obligation (GO) Bond Program is the city's largest GO bond to date and was ushered in after the 2017 election when voters overwhelming approved all seven ballot questions involving the bond program. Both enhancing and expanding the city's capital assets, the program includes seven unique purposes: parks and recreation, public safety, public facilities, libraries, cultural facilities, the Denver Health and Hospital Authority and transportation and mobility. With more than 500 distinct projects, Elevate Denver benefits all 78 of the city's unique neighborhoods, ensuring Denver remains one of the best places to live, work and play.

The $260M RISE GO Bond Program was approved by voters in 2021 and is intended to drive economic recovery by creating thousands of jobs, investing in local businesses, and bringing critical infrastructure and community assets to historically underserved areas of the city. Through four different categories of infrastructure projects, this program will serve our most vulnerable residents and unhoused neighbors, increase mobility and safety in our neighborhoods and accessibility within city facilities, and preserve Denver's history and culture through building renovations.

The Federal Bi-Partisan Infrastructure Law (BIL) reauthorizes transportation funding (both highway and transit) for the next five years. BIL includes nearly $550M in new funding for the next 10 years, for other infrastructure programs including water, wastewater, and electric vehicle charging. Most of the additional funds, as well as some of the formula funds, are dedicated to competitive grant programs. Competing for these grants will require internal planning, internal and public reviews, and building knowledgeable resources. The city recently secured program management consultant support resources to help plan and secure $1B in BIL funding (formula and grants) to facilitate efficient and effective program/project delivery in alignment with funding guidelines.

This position will serve as the Deputy to Denver's DOTI Program Implementation Manager and will be responsible to assist in the management Elevate GO Bond Program, the RISE GO Bond Program and the BIL Program. The Deputy Program Manager will help shape the future of Denver's infrastructure and deliver on the promise to voters to make amenities more efficient, communities more accessible and infrastructure more robust. The Deputy Program Manager will provide key support to successfully develop, define, communicate, plan, execute, control and close out the more than 500 projects bond projects. The Deputy Program Manager will also support BIL program strategic planning, grant application and federalization, program management and federal agreements, grant management, program/project controls and technology, project coordination and technical support, and communications.

Job duties include but are not limited to the following:
  • Supports the DOTI Program Implementation Manager to perform any responsibilities assigned to that position.
  • Performs project management work on large, complex, multi-disciplinary regional design and construction projects; directs the activities of engineers, architects, technical support staff, consultants, and contractors; and prepares, reviews, and approves designs, plans, specifications, and contract documents. Coordinates projects and works in conjunction with city departments, elected officials, other municipalities, business organizations, and other internal/external stakeholders.
  • Consults with city leaders, elected officials, and other stakeholders to determine and establish project plans and goals, formulates, and defines scope of work and objectives, and develops project work plans including time frames, funding limitations, contract costs, risk factors, staffing requirements, and allotment of available resources to various phases of a project.
  • Reviews project design(s) and schematics for quality, technical competence, and code and standards compliance, monitors the progress and quality of a project, and resolves problems and project barriers by identifying strategies and approaches to overcome barriers.
  • Develops project budgets, schedules, work plans, and cost estimates/projections to identify cost savings, administers and monitors contracts including negotiating contracts and preparing contract recommendations, and monitors projects for conformance to approved plans and contract specifications.
  • Directs the development of pre-bid materials defining scope of work and related information necessary for issuing requests for qualifications (RFQ) and requests for proposals (RFP); sets up selection boards and responds to questions concerning the project and/or contract(s); reviews bids; and prepares recommendation(s).
  • Develops a communication plan and related project status reports +
  • for key stakeholders and provides updates on project activities and information on risks and mitigation strategies.
  • Prepares and monitors the budget for project planning, design, regulatory, and/or construction phases, recommends project budget needs for annual appropriations, and ensures project deliverables stay on-time, on-target, and on-budget.
  • Interacts with utility companies, city agencies/departments, and other governmental agencies to obtain necessary permits and clearances and to ensure regulatory compliance.
  • Matrix manages and/or coordinates and directs the work of consultants and related personnel who have been assigned responsibility for various projects and/or portions of a project and defines and manages the overall change control processes and quality assurance aspects of the project to ensure project success.
  • Performs other related duties as assigned.


About You

Our ideal candidate will have:
  • Project Management Professional (PMP) certification.
  • Success in managing a diverse workforce across a large, complex organization.
  • Demonstration of facilitation, consensus-building, and conflict resolution skills.
  • Work history that validates progressively responsible leadership experience, including successfully planning, organizing, and managing a program with multiple concurrent, complex projects, priorities, and constraints.
  • Experience in a highly regulated environment that includes local, state, and federal standards and laws, and voter approved ballot initiatives.
  • At least 5 years of extensive project management experience, leading large teams of experts in the planning, design, and construction of medium to large scale civil transportation and/or infrastructure projects.
  • Experience in program development, management, and implementation including program-level monitoring and reporting systems (i.e., cost estimating systems and risk management, etc.).
  • Demonstrated success in working at a strategic level with executive management.
  • Demonstrated acumen for developing strategic partnerships in a politicized environment that includes elected officials, other local governmental agencies, municipalities, state and federal agencies, industry partners, influential groups, or other stakeholders.

  • Bachelor's Degree in Engineering, Architecture, Planning, Construction Management, Project Management, or a related field.
    • Five (5) years of professional experience at the type and level of an Engineer/Architect Manager, Engineer/Architect Supervisor, or Engineer/Architect Specialist.
    • Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education. A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.
  • Requires a valid Driver's License at the time of application. License must be kept current as a condition of employment.
