The Dane County Corporation Counsel is recruiting for professional Child Support Investigator. The current vacancy is a full-time (1.0 FTE) position. The eligible list created from this recruitment may be used to fill future vacancies that occur within the next six (6) months.

DEFINITION
Under general supervision, establishes paternity and establishes and enforces Child Support orders by using the KIDS statewide computer system to locate absent parents; gathers relevant information and legal evidence from interviews, correspondence and computer searches; organizes and evaluates information; determines the appropriate enforcement action; prepares paperwork for the attorneys to initiate necessary legal actions; monitors the status of cases; and conducts confidential investigations; interprets and explains Child Support court orders, payment records and financial reports; may enter court orders and calculate financial adjustments; and performs other duties as assigned.
EXAMPLES OF DUTIES
Contacts or interviews parents, witnesses, employers, social service agencies, other Child Support agencies, and other government agencies to obtain necessary information to explain the status of cases and case processing options; performs research necessary to individual case processing; evaluates available information and takes appropriate action; drafts instructions for document production on the KIDS system; takes appropriate action on KIDS work list items; processes cases and works reports to meet KIDS timelines as required by federal regulation; negotiates with case parties and other agencies; confers with support attorneys regarding unusual or difficult cases; enters court orders; audits payment records; enters a record of all actions taken into the KIDS system; and may train, assign, or monitor the work of others.
EMPLOYMENT STANDARDS
Education, Training and Experience:
Any combination of training and experience equivalent to two (2) years of college with courses related to the legal system, or at least two (2) years of work experience that includes substantial financial experience and collecting and analyzing information and interpreting complex guidelines and regulations experience, or two (2) years of increasingly responsible clerical experience, including one (1) year of legal clerical work in a court system, law office or related environment.
Special Requirements:
Must pass a criminal background check conducted by the State Department of Justice (DOJ). Employment will require a criminal background investigation which may include FBI fingerprinting. Dane County may disqualify an applicant if the position’s responsibilities are substantially related to the applicant’s criminal history.
Background Check Statement: Some positions may require a criminal background check which can include fingerprinting due to the nature of the job’s responsibilities. Wisconsin’s Fair Employment Law, s. 111.31 – 111.395, Wis. Stats., prohibits discrimination because of an arrest or conviction record. However, Dane County may disqualify an applicant if the position’s responsibilities are substantially related to the applicant’s criminal history (e.g., the nature of the crime and its relationship to the position, whether hiring, transferring or promoting an applicant would pose an unreasonable risk to the business, its employees, customers and vendors, etc.) Management reserves the right to make employment contingent upon successful completion of the background check.
For Bilingual Positions:
1) Provide services in both English and the required foreign language (e.g., Spanish, Hmong, etc.), including oral interpretation and written translations in that language.
2) Applicants being considered for Bilingual positions will be tested during the recruitment process. This may consist of either being able to respond to questions in that language (e.g., Spanish, Hmong, etc.) during the interview; or passing an oral translation (English to foreign language / foreign language to English) exam prior to employment.

Knowledge of relevant laws, regulations and guidelines. Knowledge of family law procedures and practices. Knowledge of legal terms and documents. Knowledge of financial statements, such as income tax forms and personal budgets. Knowledge of court orders. Knowledge of Child Support payment distribution. Basic computer skills. Skills in gathering, organizing and evaluating information for the purpose of determining the next appropriate action. Skills in interpreting and applying complex rules, regulations, guidelines and statutes. Skills in communicating effectively both orally and in writing, especially in sensitive situations. Ability to exercise independent judgment and carryout assignments with minimal supervision. Ability to maintain confidentiality of records. Ability to negotiate financial agreements with parties. Ability to train and monitor the work of others. Ability to work with computer systems.

Pay: $31.70 - $34.26 per hour
