The Commonwealth of Pennsylvania is seeking a strategic and innovative technical leader to serve as the Office for Information Technology's Chief Technology Officer (CTO). The CTO's core mission is to effectively strengthen and modernize the state's enterprise technology strategy and infrastructure. This includes (1) Identifying, prioritizing, and addressing technical gaps and risks and (2) actively championing the adoption, implementation, and ongoing improvement of state systems and architecture. The ideal candidate will have deep technical & management expertise ,hands-on experience leading technology infrastructure projects and initiatives at scale, and a passion for building and nurturing high performing teams.
The CTO is a critical member of the Office for Information Technology's leadership team and reports directly to the State CIO. They are expected to champion innovation for the commonwealth and to be an effective driver of technical and operational transformation.
The successful candidate will be a champion for modern, secure, and human centered tech infrastructure and will have skills and experience to deliver effectively within the financial, process, and cultural constraints of government.
Build & execute on a strategic enterprise vision. Work collaboratively with agency technical leaders to build and execute on an enterprise technology strategy for the state. Identify, prioritize, and address technical gaps and risks. Actively drive the adoption, implementation, and ongoing improvement of state systems and architecture.
Provide operational leadership & oversight. Provides day to day operations management related to enterprise technical services. Acts with urgency to maximize service availability and resolve issues. Identify and highlight promising delivery center practices and drive adoption across the enterprise.
Advise technical and program leadership. Advise and assist the State CIO with the establishment of enterprise goals and objectives, policies, standards, architectures, strategic direction and strong IT governance.
Build and manage high performing teams. Lead the state's Enterprise Technology Services Office (ETSO) staff, including the ETSO Chief Operating Officer, Chief Architect, six Delivery Center Technology Services Office CTOs, and a lead Business Services officer. Ensure that the team has the skills & competencies it needs to be successful and that it is delivering with excellence.
Effectively procure & oversee delivery partners. Approve, prioritize, and oversee the programs/projects related to the selection, acquisition, and management of enterprise infrastructure. Supports the negotiation and oversight of complex internal and external consulting/service provider contracts.
Build effective partnerships. Work with non-technical leaders within and outside the agency to communicate and align technical, program, and policy priorities.
Delivery. Set a cadence of urgency and excellence by quickly addressing issues, completing initiatives, starting and finishing large scale projects. Deliver iterative improvements and quick wins along the way.
Employee Growth & Development. Support continued growth and development of staff to ensure continuous skill development and enterprise capacity.
Governmentnavigation. Understands and maneuvers the special limits and particular needs associated with moving plans and projects through state government. Masters Commonwealth-specific enterprise-level management directives, procurement policies, statutes and approval processes.
Collaboration and cooperation. Promote and oversee strategic relationships between internal IT stakeholders and program teams. Drive collaboration and alignment across delivery center strategy & operations.

Work Schedule and Additional Information:
- Full-time employment
- Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with 60-minute lunch.

QUALIFICATIONS
Minimum Experience and Training Requirements:
This position officially reports directly to the State Chief Information Officer. This is an executive management position with C-suite-level engagement and influence over staff at Office for Information Technology. The incumbent will be expected to exhibit the following competencies and duties:
- 10+ years of tech leadership experience at a senior level
- Hands-on experience in leading large-scale technology projects and initiatives, particularly in areas related to infrastructure design, modernization, and optimization. Track record of developing and executing enterprise technology strategies in complex organizational environments, preferably in both legacy and modern environments.
Additional Requirements:
- Strong, up-to-date technical knowledge, including complex architectural/infrastructural concepts, current industry standards, and common practices in large enterprises. Experience managing legacy and modern environments with an eye to driving a clear long-term strategy.
- Experience identifying and communicating clearly about risk. Can prioritize and make necessary decisions, sometimes without all of the information. Is equipped to provide agnostic evaluation of emerging technologies vs. proven technologies and user facing products and platforms
- Familiar with state government's mission and priority policy areas, including an appreciation of the particular challenges involved in the maintenance and modernization of legacy infrastructure.
- Experience building & managing large and small teams.
- Experience overseeing enterprise processes, including budgeting, project prioritization, risk management, and reporting. Expertise with outcome-focused procurement, contracting, and vendor management
- Can lead in complex organizations, especially via building influence in organizations without relying on formal titles or roles in order to achieve key deliverables and successfully navigate regulations, policies, processes, technology, and people necessary to drive work forward
- Track record of working with diverse stakeholders to achieve a common goal/deliver a result. Emphasizes collaboration, the importance of getting buy-in, and a desire to understand what is important to/motivates others. Comfortable leading with influence rather than authority.
- Demonstrated ability to handle complexity and to manage competing priorities.
- Can communicate effectively and clearly with audiences at all levels in both written and oral media, including strong ability to translate complex technical topics for non-technical audiences.
