Role: Business Analyst-W2 Only
Location: Columbia, SC
Duration: One Year
Daily duties / Responsibilities:
- Oversee the final stage testing and implementation of an automated enterprise content and electronic business document management for the Human Resources area. Manage the delivery of the system to HR employees. Develop document materials and conduct training on the established system. Manage and review the input of new information to be part of the new system. Partners with the agency PMO and Security & Technology Services teams for the remaining scope of the project, including: completion of the back file conversion process system implementation and rollout; HR employee end user training; implementation of retention rules and controls; design, testing and implementation of automated task workflows; other system enhancements as required to support HR business needs; troubleshooting in partnership with the agency Security & Technology Services teams
- Coordinate, test and validate the implementation of the design in the Document Management System and related systems
- Document the processes and procedures related to the Document management System and the ways the agency will access it and use it
- Document the changes in the way Human Resources will conduct their day to day operations while using the system
- Manage the roll out of the system to employees including end user training
- Assess needs and provide training to include how to import new documents (both electronic and paper) into the document Management System along with how to search for existing documents and exporting/updating of documents already in the system.
- Manage, review and validate the input of new information/documents into the system
- Identify and document the use of workflows to automate tasks, including: defining the workflow, identifying each step of the workflow, determining end user roles and responsibilities to perform the function and the time necessary to perform the function, and conduct testing and validation of the workflows.
- Identify and document any interfaces to other electronic systems
- Identify and document the needs and restrictions of users both in and outside Human Resources
- Identify and document the required management reporting and associated dashboard
- Identify and document the exception processing procedures
- Identify and document the purging of old or obsolete data from the system
- Assess needs and determine system enhancements needed to support efficient day-to-day operations of the Human Resources team and serve as liaison between the Human Resources and the Business Process Automation and Security & Technology Services teams to design/build and implement needed solutions
- HR Work Management System effort to design/build/implement a work request system to automate routing and prioritization of internal customer HR requests to improve service delivery to customers (includes partnership with the Business Process Automation team during requirements gathering, system testing and rollout/full implementation)
- HR Data Analytics Dashboard effort to design/build/implement a PowerBI solution to streamline the capture and maintenance of HR key performance indicators (KPIs) to enable the HR team to more easily make data-driven decisions and inform HR strategies and goals
- Collaborates with HR functional area managers and the Business Process Automation team to identify the source of HR KPI data and design a PowerBI solution to easily capture the HR metrics source data from various HR systems (i.e., SCEIS, NEOGOV [Applicant Tracking/E-Recruitment system], AEM) and documents or files maintained by HR team and translate the data into an HR KPI dashboard that is easy to navigate and maintain
- Completes SCEIS data compliance audits/reviews
- Collaborates with the HR functional area managers and the technology team to convert HR forms to workflows in the Adobe Experience Manager platform (includes requirements gathering, development, testing and implementation)
- Review of all HR files stored on the agency network to determine suitability for further retention or destruction, classifies files/folders according to the sensitivity of the data housed therein
- Other special projects as determined by the HR Director or as driven by agency business needs
Required skills:
- Understanding of full scope Human Resources operations, including the functional areas of Benefits, Classification and Compensation, Employee Relations and Recruitment.
- Experience managing and maintaining employee personnel files
- Working knowledge of state and federal statutes and regulations regarding Human Resources management and related privacy compliance.
- Excellent communication skills (both oral and written) and ability to work effectively with diverse groups, including Human Resources and Security & Technology teams, as well as front-line and agency management

Preferred skills:
- Electronic Data Management System architecture creation
Required education:
A Bachelor's Degree in Business and 7+ years of experience in Business or a related area.
Preferred education/certifications:
A master's degree in business and 15+ years of experience in business or a related area.
