Scope of Work: The Navy Foreign Military Sales (FMS) Case Execution Modernization Initiative (CEMI) will provide the Navy, Marine Corps, Coast Guard, and Foreign Nationals the enterprise case management system replacement for MISIL. The CEMI will serve as the case execution capability to comprehensively and efficiently access, integrate, manage, track, evaluate, and transfer case execution, logistics, requisition, procurement, contracting, funding, financial, accounting, and services data across the FMS community activities. Case Execution Modernization Initiative (CEMI).
Modus21, LLC has developed a prototype to be the modernized, efficient, and secure FMS case execution system that needs to be deployed in order to replace the obsolete MISIL system.
Responsibilities:
· Elicit customer requirements using interviews, document analysis, surveys, site visits, Business Process descriptions, use cases, scenarios, business analysis, task and workflow analysis
· Ability to interpret customer business needs and translate them into application and operational requirements
· Communicate and collaborate with both internal and external customers (I.e., developers, project managers and subject matter experts) to analyze information and requirements in order to deliver the required / associated process / technical specifications
· Develop specifications and workflows according to standard templates, using Business Process Management Notation (BPMN)
· Develop test plan(s) and test cases from specifications and workflows according to standard templates
· Serve as the liaison between the customer, associated business units, technology teams and project teams
· Evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding and distinguish user requests from the underlying true needs
· Act as organizational change manager to support and coach people and managers and supervisors as they help their teams through their transitions.
· Leverage a change management methodology, Process and tools to create a strategy to support adoption of the changes required by a project or initiative.
· Enable the design, development, delivery and management of key communications.
· Conduct impact analyses, assess change readiness, and identify key stakeholders.
· Provide input, document requirements, and support the design and delivery of training programs.
Requirements/Experience:
· BS degree in Physical Sciences, Computer Science, Mathematics, Psychology (NOTE: acceptable only if degree included courses in “Human Systems Interface (HSI)” and “Human Factors Engineering (HFE)”) or "Relevant Technical Field".
· Three (3) years of experience in technical specifications development, process analysis and design, technical problem solving, and analytical/logical thinking.
· Strong understanding of software development, database maintenance and design and software development lifecycle
· Strong presentation, customer interfacing, and experience working remotely (by phone, Webex, etc.)
· Strong collaboration, interpersonal and organizational skills
· Exceptional verbal, written and presentation skills
· Familiarity with Business Process Management Notation (BPMN), Agile / Scrum Methodologies, Six Sigma and Lean principles are a plus
· Must be a US citizen and hold or be able to obtain a Department of Defense (DoD) Secret Security Clearance
