Under the general direction of the Staff Services Manager I, the Associate Governmental Program Analyst provides time-sensitive analytical services in support of the K-12 Principal Apportionment funding system and data collection from, and apportionment delivery to, local educational agencies (LEAs). The duties include:
Have lead responsibility for the analytical review of Form J-13A submissions (Request for Allowance of Attendance Due to Emergency Conditions) from local educational agencies (LEAs). Organize and track submissions using computer software and databases. Perform comprehensive analysis, determining whether requests meet statutory requirements for approval, and evaluate school closure history and instructional time offerings. Complete a written summary of the analysis for each submission with recommendation of approval or denial for management. Prepare response letters and communicate results to LEAs.
Provide consultation and technical assistance to LEA staff related to Form J-13A submissions and reporting approvals. Respond verbally and in writing to inquiries from LEAs and the public. Monitor the email box dedicated to attendance inquiries and respond or forward to other staff as applicable.
Have responsibility for specified components of the local control funding formula (LCFF) calculations for LEAs, including school districts, charter schools, and/or county offices of education.
Routinely prepare J-13A statistics for management and stakeholders. Gather and organize J-13A information to fulfill California Public Records Act requests. Schedule and facilitate attendance accounting meetings. Prepare meeting minutes and record policy decisions.
Create and update procedures for the J-13A process and instructional time requirements. Develop and update J-13A resources for LEAs, including letters, web content, and email listserv messages.

TELEWORK OPTION
Remote-Centered: This position is eligible for remote-centered hybrid; up to three days per week telework and up to two days per week in the office.
