Job description

Under the general direction of the Deputy District Director (DDD) for the Environmental Division, the Associate Governmental Program Analyst (AGPA) performs a variety of analytical tasks for resource management, data management, and contract management support. The incumbent monitors and tracks the resources for environmental functional units and is familiar with the use of the Caltrans Work Breakdown Structure (WBS) and accessing financial data in Project Resources and Schedule Management (PRSM), Federal Aid Data System (FADS), California Transportation Improvement Plan System (CTIPS), Quality Management Reporting System (QMRS), and Excel. The incumbent assists with workplans, issues reports, status reports, spreadsheets, checking emails, and other necessary correspondence as required. The incumbent must have knowledge of principles, practices, and trends of public and business administration; support staff services such as personnel management analysis; governmental functions and organizations; and methods and techniques of effective conference leadership; review analytical studies of broad spectrum of administrative and program related problems; review and analyze proposed allocations and act as a team leader with common goals related to the environmental division; and work with a high degree of initiative and motivation, and maintain cooperative working relationships with internal and external parties.

Working Conditions
Position located in Environmental Division, San Diego County
Multiple positions may be filled from this recruitment.
The incumbent will work in a climate-controlled office/workstation under artificial light. However, due to periodic problems with the heating and air conditioning, the building temperatures may fluctuate.
If work is outside of an office environment, it would include out-of-doors in remote areas, along the travel way of highways, wetlands, in heavy construction zones, on bridge caps and piles, mountain tops, slopes, and on the property of private citizens. Acquire and keep current a driver's license, drive a car safely to and from worksites. Possession of a valid California driver's license is required to operate a State vehicle. The use of a hard hat, vest, heavy-duty work clothes and/or safety boots are required. Must be able to work in all types of weather.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required, and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.
New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.

1. Provide examples that demonstrate your experience working with public agencies, vendors, business owners, and external and internal customers. Experience in communicating clearly, concisely, and effectively both verbally and in writing. Public speaking experience at networking events and workshops.
2. Experience in evaluating overall status of work and setting priorities effectively; evaluate situations accurately and adopt an effective course of action; ensure deadlines are met; follow up whenever necessary to ensure all steps are completed throughout the task assignment process. Experience in working independently, as well as with a team of internal and external customers.
3. Provide examples that demonstrate your experience and knowledge of computer programs including the Microsoft Suite (Excel, Word, Outlook, PowerPoint, Publisher, etc.), Adobe Acrobat Pro, PRSM, AMS, Datalink, STEVE etc. to track resources and data, produce reports, and follow accounting procedures to pay invoices.
4. Provide examples that demonstrate your knowledge and experience with interpreting and implementing laws, regulations, and codes. Experience in Accounting, Budgeting, and Contract Procurement and Management processes.
5. Provide examples that demonstrate your experience in problem solving and reasoning skills; analyzing raw data, reasoning logically, recognizing problems, developing solutions, making recommendations for improvement; performing independent actions and decision making.
6. Provide examples that demonstrate your experience in reviewing, screening, arranging, and preparing clear and comprehensive documents such as reports, memorandums, and correspondence; ability to prepare these documents using proper grammar, subject-verb agreement, sentence and paragraph structure, transitions between paragraphs, and word usage.
