OVERVIEW
The Smithsonian Environmental Research Center (SERC) is the leading environmental science and education center of the Smithsonian Institution. SERC is also a convening facility with conference spaces and seven visitor cottages for overnight visitors, as well as two dorms for resident research interns and fellows. There are 130 staff in five departments; Scientific Research, Public Engagement and Education, Administration, Communications, Advancement. Located just 25 miles from Washington DC and only 10 miles from the City of Annapolis, SERC's 2,650-acre campus in Edgewater MD spans forests, wetlands, marshes, and farmland including six miles of walking trails and 15 miles of protected shoreline on the Chesapeake Bay.
This position has promotion potential from Grade 9 to Grade 11 per the US Office of Personal Management General Schedule.
DUTIES AND RESPONSIBILITIES
- Provides advice, guidance and training covering the full range of employee recruitment and selection processes.
- Works collaboratively with managers and supervisors to develop job analyses, rating plans and avenues of recruitment
- Uses an automated staffing system to create job announcements (both Delegated Examining and Merit Promotion), issue certificates and provide updates to applicants.
- Reviews applications to determine applicant qualifications, adjudicate veterans’ preference and develops certificates of eligibles.
- Confirms selections, sends job offers and initiates background checks.
- Maintains recruitment documents and case files.
QUALIFICATION REQUIREMENTS
To qualify for this position, applicants should possess related experience conducting human resources procedures for a variety of staff positions. This experience should include:
- Interpreting and applying Human Resources policies and procedures to provide technical guidance on a wide range of recruitment, placement and personnel actions
- Developing recruitment strategies and documents such as job analyses, rating plans, vacancy announcements
- Completing personnel actions processing and documentation
- Creating vacancy announcements
- Determining application qualifications and issuing referrals to managers
- Onboarding new employees
- Providing training and information about services and procedures
- Maintaining accurate and secure employee records
- Addressing employee workplace concerns and promoting positive employee experience and satisfaction
