This position is located within the Pacific Shellfish Research Unit for USDA's Agricultural Research Service (ARS) in Newport, OR.
In this position, you will work closely with the location's management team to efficiently and effectively carry out all administrative operations and provide leadership in the management of business functions in support of research programs.Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
GS-09
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience serving as advisor on regulations, policies and procedures of administrative functions including budget, accounting, purchasing, agreements, or human resources; researching guidelines and policies to improve efficiency, serve customers and resolve problems; and analyzing and formulating budget plans and monitoring expenditures.

Education: A Master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree or an LL.B. or J.D., that is related. Related degrees may include Human Resources, Business Management, Business Administration, or Public Administration & Law.
OR
A combination of graduate education and specialized experience as described above.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. Physical Demands
- The work is primarily sedentary, although there may be some walking, standing, bending, and carrying of light items, such as papers, books, or small parts, or driving an automobile.
- Work is typically performed in an adequately lighted and climate controlled office. The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, labs, or commercial vehicles. Work requires the observance of fire regulations and safe work practices.
