Accountant: Payroll & Accounts Payable

The West Barnstable Fire District is looking for a part-time skilled accountant to be responsible for managing the payroll, employee benefits, accounts payable, and receipts in a municipal setting.

Pay Rate:  $25-28 per hour depending upon qualifications.

Responsibilities:

Payroll –

• Collecting timekeeping information for all employees.
• Calculating pay according to hours worked incorporating leaves and overtime.
• Weekly processing of payroll with Harpers Payroll Service.
• Weekly uploading of deferred compensation and OBRA contributions to Empower Retirement.
• Quarterly and semi-annual posting of stipends to payroll.
• Weekly preparation and posting of payroll warrant using VADAR.
• On-Boarding new employees and off-boarding terminated employees.

Accounts Payable -

• Process outgoing payments via checks, ACH, and Bill Pay in compliance with financial policies and procedures.
• Perform financial transactions, including verifying, classifying, and recording accounts payable data.
• Reconcile the accounts payable ledger to ensure that all bills and payments are accounted for and properly posted.
• Verify and investigate discrepancies, if any, by reconciling vendor accounts and monthly vendor statements
• Understand and process credit card reimbursements and payments.

Employee Benefits –

·         Perform open enrollment activities.

·         Track and report on paid time off.

·         Process employee benefit paperwork and maintain records.

·         Administer benefit programs such as health, vision, dental, and life insurance.

·         Assist with the administration of employee health and welfare plans.

General Ledger –

• Generate monthly income and expense reports.
• Record journal entries per Treasurer’s direction.

Skills:

• Solid understanding of basic bookkeeping and accounting payable principles.
• Proven ability to calculate, post, and manage accounting figures and financial records.
• Hands-on experience with spreadsheets and proprietary software
• Proficiency in English and in MS Office – Particularly Excel.
• High degree of accuracy and attention to detail.
• Familiarity with general accounting principles
• Experience in data collection, entry, and reporting with great attention to detail and a knack for numbers.
• Exquisite math and numerical skills
• Outstanding organizational and time management skills
• Excellent communication abilities with aptitude in problem-solving

Workplace:

·         The office is located at the West Barnstable Fire Station.

·         Some of the work can be done remotely.
