In the context of the Bank’s transformation and current economic and sociopolitical environment, the Federal Reserve Bank of St. Louis is searching for the Vice President, People & Culture, the senior-most Human Resources leader in the organization. This officer will lead the Bank’s People & Culture department, which is an integral part of the People, Strategy & Administration division. The leaders of this division ― which also includes the Bank’s strategic planning, financial management, risk management and legal functions ― work collaboratively as trusted advisors to the President and CEO, the First Vice President and COO and the Bank’s entire Management Committee and officer corps. The leaders of the People, Strategy & Administration division, including the Vice President, People & Culture, are led by Francois Henriquez, the Bank’s Executive Vice President, Chief Administrative Officer and General Counsel.

Supported by a 34-member team, the Vice President, People & Culture will be responsible for bringing innovation and leadership to the Bank’s human capital management functions. This officer will ensure those functions are aligned with the goals and objectives of the Bank and the leaders of its various business units. A visionary thinker and a charismatic leader with the capability to mobilize action, the successful candidate will ensure the Bank’s human capital management policies, programs and practices enable the Bank to have the right people with the right skills to do the right work. The successful candidate should be a well-rounded leader and advisor able to build strong relationships at all levels of the Bank and be a credible leader within the broader Federal Reserve System.

To succeed as the Vice President, People & Culture you must be a versatile, seasoned and strategic leader capable of leading change, often more through influence than by direct authority. This is a unique and exciting opportunity for you to bring strong insights, instincts and experience in human capital management. As a values-driven, creative and action-oriented leader, you will work collaboratively through the organization to support the Bank’s broader transformative vision.

To be the successful candidate, you should be an engaging leader who can artfully transform the organization. You will also be hands-on, visible, goal-focused and independent-minded with strong business acumen. At the core, you will be relationship-oriented, driven and humble as you constructively challenge the Bank’s senior leadership and bring leading-edge thinking to effectively develop and lead the workforce of the future. You should continually demonstrate a desire to improve, both individually and organizationally, and be a change ambassador both within the Bank and across the Federal Reserve System.

Position Location: Hybrid in St. Louis, Missouri (this position is ineligible for fully remote work status)

Key Accountabilities
  • Support the Bank’s Human Capital Needs. Bring dynamic human capital leadership and perspective to a complex organization through continuing the development of the Bank’s people functions to further its mission and strategy. In partnership with the Bank’s other leaders, guide the Bank to develop, cultivate and pursue the most promising and inspiring human capital strategies that further the Bank’s overall strategy.
  • Lead and Manage the People & Culture Team. Employ a human-centered approach to lead, inspire and mentor a 34-member People team that is highly engaged and well equipped to achieve top performance in supporting business leaders’ talent needs. Further build goodwill and respect for the department among diverse constituencies and stakeholders. Set a “tone at the top” of high expectations for performance, inclusivity and professional conduct.
  • Lead the Bank’s Embrace of the Workforce of the Future. Develop a comprehensive understanding of the Bank and its mission, and collaboratively drive the ongoing evolution of the Bank’s people functions and programs as a change leader. Lead change by informing, influencing and inspiring others, demonstrating passion about people and culture and nurturing a highly engaged workforce through a meaningful and inspiring transformation vision.
  • Help Shape the Bank’s Culture. Promote an engaging employee experience, championing a diverse and inclusive environment that enables employees to bring their best selves to do their best work. Be a thought leader in contributing to the ongoing refinement and execution of the Bank’s strategic plans. Partner with all leaders within the Bank and colleagues throughout the Federal Reserve System in a collaborative manner, using influence and empathy to build relationships and trust.

Knowledge Base and Experience
  • Strategic Leadership and Business Acumen: Demonstrated proficiency in using innovative techniques and excellent talent leadership acumen. Proven ability to partner effectively with leaders at all levels of an organization to execute on key initiatives while exceeding planned results.
  • Operational Excellence: Proven experience operating multiple HR functions and familiarity with the technology aspects of human capital innovation and transformation. In addition to leading the development and execution of the Bank’s human capital strategy, the leader must also possess a solid track record of strong execution and accountability for results.
  • Transformation Experience: Track record of execution in human capital management and process transformation in an organization of similar complexity and stature. Change management experience and inspiring leadership skills to shift culture, change behaviors, accelerate results.

Qualifications

  • A minimum of 15 years of progressive Human Resources experience, with at least five years of executive HR experience
  • Bachelor’s degree required; advanced degree preferred.
  • Excellent track record of leadership and team building, driving the development and evolution of high-performance cultures.
