The City of Sugar Land is seeking a full-time Transportation and Mobility Innovation Managerin the Engineering Department.

Summary of Duties

  • As a Transportation and Mobility Innovation Manager, you will:
  • Lead the collaboration of diverse project teams to enhance the City’s long range mobility and transportation system through collaboration with Engineering, Planning, Public Works and outside partners and consulting professionals.
  • Monitor mobility best practices, emerging trends, technologies and innovations in parking management. Proactively researches the feasibility of replacing traditional transit parking capacity with new mobility partnerships and initiatives.
  • Advance and lead the Transportation Demand Management model, strategies and partnerships. Oversee transportation studies, master plans/updates, and provide leadership towards the development of City policy. Develop and implement an annual Transportation and Mobility planning work program based on the CMP, City priorities and system needs.
  • Create and apply strategic projects focused on long-range transportation, traffic and Mobility issues. Provide steady progress toward identified strategic-level, mission-driven goals and targets and report findings to the Leadership Team.
  • Lead policy and planning initiatives for the development, and implementation of the Comprehensive Mobility Plan by cultivating technical partnerships with agencies and other jurisdictions. Ensure that the Mobility master plan is accurate and within compliance while providing annual reports with set Performance Measures.
  • Apply statistical and planning/design theory, collects data, interprets public policy, and maintains or accesses diverse databases to identify and recommend appropriate transportation planning and development actions by collecting information through local and regional demographics, traffic-related data and census information.
  • Review Traffic Impact Analysis submittals for accuracy, completeness, and compliance with mobility master plans, development codes, and engineering design standard; makes recommendations for approval or denial of applications.
  • Make presentations to the public, local authorities and city council members on recommendations for changes to zoning ordinances, transportation plans and design measures; responds to requests for information from citizens, board and commission members, and other City staff.
  • Develop visual aids in the form of maps, rendering, diagrams, and charts to help communicate complex planning concepts.
  • Assist with department administration including preparing the departmental and program budget, and business plan.
  • Required to work as an essential employee before, during and after an emergency or disaster, whether natural or acts of war.

Minimum Qualifications

The ideal candidate must be extremely organized and able to manage the logistics of multiple duties with professionalism and strong communication skills. In addition, they will have a strong attention to detail and ability to work in a fast-paced environment—both critical for success in the role, as are high levels of accuracy, timeliness and dependability. Ideal candidates will also look for innovative, trailblazing solutions to challenges We are looking for someone who can establish and maintain effective working relationships within the organization and work effectively with all levels of employees and management.

Education and Experience:

  • Bachelor’s Degree in transportation planning, civil engineering, planning or a related field from an accredited school or university. Master’s Degree is preferred.
  • Three years of experience in traffic/transportation planning, engineering, or project management, either in the public or the private sector

Training (License and/or Certification):
  • Valid Class "C" Texas Driver License


Software Experience
  • Microsoft Office Products, Python, and SQL
  • Traffic Simulation Software, such as Synchro or VISSIM
  • Central Traffic Management System
