Job description

Academic Req: Bachelor's degree in Early Childhood Education, Business Administration, Organizational Development/Management or a closely related field; or a Master's degree in Early Childhood Education or a closely related field preferred; and two years professional level experience in Quality Assurance delivery. Knowledge of principles and procedures of research planning, design, methodology, and analysis including measurement theory and educational data collection instruments. Valid driver's license and work eligibility status. Ability to pass a criminal and driving background check.
Certifications: None
Work Experience: Minimum two years of experience in educational work, specifically analyzing data trends and partnering to correct errors and findings alongside professional teams. Must be familiar with creating and implementing change efforts independently and within tight turnaround timeframes.
Critical Action Items & Measurable Deliverables:
1. Define and implement a process for using data to identify program strengths and needs, develop and implement plans that address program needs, and continually evaluate compliance with program performance standards and progress towards achieving program goals.
2. Use information from ongoing monitoring and the annual self-assessment, and program data on teaching practice, staffing and professional development, child-level assessments, family needs assessments, and comprehensive services, to identify program needs, and develop and implement plans for program improvement.
3. Monitor the delivery of high-quality program services that comply with state and federal standards through implementation, monitoring, and feedback of program policies and procedures.
4. Track and monitor child outcomes and quality assessment results, including compliance with positive adult-child interactions as measured by the CLASS: Pre-K instrument.
5. Establish, implement, and monitor a systematic approach to staff training and professional development designed to assist staff in acquiring or increasing the knowledge and skills needed to provide high-quality, comprehensive services within the scope of their job responsibilities.
6. Implement procedures that prevent recurrence of previous quality and compliance issues, including previously identified deficiencies, safety incidents, and audit findings.
Other Responsibilities:
1. Work effectively with school districts, community organizations, government agencies, parents, students, and/or staff.
2. Develop and implement effective record keeping and reporting systems to provide accurate, confidential, and timely information regarding children, families, and staff.
3. Provides detailed reports which indicate areas of noncompliance and deficiencies according to applicable protocols and performance evaluation standards.
4. Conduct side by side reviews in which you are assisting in correcting any errors or deficiencies that are found as a result of your reporting or findings by the center director or other leadership team. (Walk-throughs, CLI data, ASQs)
5. Conduct desk audits to ensure accurate Child Plus and other system data and work side by side to correct and rectify any errors or findings as a result of your reporting.
6. Researches areas for best practices and system improvement within the Head Start and Early Head Start programs.
7. Maintain systems, database, files, etc. ensuring integrity, security, and confidentiality of data.
8. Maintains a thorough knowledge of Head Start policies and procedures, changes and updates to Federal, State and Local regulations.
9. Consult with educational partners to analyze system needs for management information and functional operations.
10. Assist with special projects, programs and events.
11. Perform other related duties as assigned.
Requirements:
1. Demonstrated leadership skills through professional presence and reinforcement of agency mission, vision, and culture to encourage passion, engagement, and accountability among program staff.
2. Demonstrated courtesy and sensitivity with agency staff, children, and parents, including effective management of difficult or emotional child and/or parent situations.
3. Strong "people acumen" and knowledge of human resources policy requirements and personnel management strategies.
4. Ability to organize and prioritize duties and responsibilities in a fast-paced environment.
5. Ability to work independently in a flexible schedule including nights, holidays, and weekends.
6. Possess sensitivity to the service population's cultural and socio-economic characteristics.
7. Familiarity with applicable state and federal Head Start regulations, performance standards and guidelines.
8. Must be willing to travel within and out of the state approximately 60% or less of the time for field work.
9. When not in the field, daily reporting location is the San Antonio HQ office during assigned working hours.
10. Responsible use of company pool vehicle to include signing in and out the keys for every use.
11. Must be able to sit and or stand for extended periods of time.
12. Ability to train and lead staff in CDA course.
13. Possession of a valid driver's license and ability to pass a criminal and driving background check.
