Position Description


Responsible for oversight and coordination of a portfolio of services and technology capabilities in the Service Integration and Governance Section of the Information Technology Division (ITD). Ensures the enterprise portfolio of capabilities and services offered by ITD are properly prepared, planned, prioritized, and coordinated across Sections in the most appropriate manner and in accord with agency's goals and objectives. The IT Technology Portfolio Project Manager reports to and serves as key advisor and program liaison to the Director of Service Integration and Governance. Serves as a Lead Worker of a team responsible for the intake of project requests from TxDOT Districts and Divisions. Coordinates with the ITD Project Management Office (PMO) to resolve issues with delivery on customer requests and develops strong partnerships with TxDOT business stakeholders. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

  • Essential Duties:
    Implements the vision and develops the overall approach for the program, its major milestones, deliverables, and managing the assigned budget to address and meet the desired goals and outcomes.
  • Communicates strategic needs, goals, and objectives.
  • Coordinates programs and projects to enhance efficiency and streamline operations.
  • Guides the work stream of project managers to adhere to a standardized and consistent project delivery process.
  • Develops criteria for evaluating programs, proposals, and other pertinent information related to areas of responsibility.
  • Oversees business analysis and business case development for proposed solutions.
  • Partners with other areas in the agency to support local and enterprise-wide activities and drive engagement.
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage; and presenting workflow and operational updates to the supervisor/manager.
  • Collaborate with cross-functional teams to ensure successful project execution and delivery.
  • Provide financial planning support to the Director of Governance and Integration, including forecasting, budgeting, and variance analysis for individual projects, the portfolio of projects, and operational needs.
  • Assist with operational tasks such as incident management and resolution, defining and monitoring key performance indicators and service level agreements, creating reports, and identifying areas for process improvement.
  • Develop and maintain relationships with key stakeholders to ensure effective communication and collaboration.
  • Provide guidance and support to team members on project management best practices and methodologies.
  • Continuously evaluate and improve the organization's project portfolio management processes and tools.
  • Performs other job responsibilities as assigned.


Minimum Qualifications:

Education: Bachelor's Degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 5 years experience in project management, planning and analysis and/or related IT activities. (Experience can be satisfied by full-time or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.


Preferred Qualifications:

  • Project Management Professional (PMP)
  • Agile Certified Practitioner (ACP)
  • Certified Scrum Master (CSM)

  • Applicable analysis methodologies
  • Developing business cases, ROI analysis and acting as a sponsor for IT initiatives
  • Program/project evaluation methods and techniques
  • Portfolio, program and project planning, development and management
  • Methodologies and tools used in Information Technology functions and architectures

  • Developing IT strategies based on business goals and objectives
  • Budgeting methods and procedures
  • Applicable laws, rules, and regulations

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
  • Standing-prolonged periods of time
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
