Telework Information: Telework is available.
Under general direction of the Information Technology Manager I (IT Mgr I), Office of Broadband, Middle-Mile Broadband Initiative (MMBI), the Information Technology Specialist II (IT Spec II) acts as the Technical Writer for the MMBI.
The IT Spec II performs a wide array of functions as part of the research process. The incumbent analyzes technical data to create and report descriptive statistics; conducts literature searches; performs independent research and summarizes findings; coordinates project activities and communications among diverse groups of internal and external stakeholders and team members; interprets study specifications; researches findings and quantitative analyses for relevant audiences; prepares project reports, memos, presentations and proposals; delivers technical assistance and presents findings to management; and performs other duties as assigned.

Working Conditions

  • May be required to carry a cell phone or other mobile communication device.
  • Ability to regularly bend and stoop to retrieve files and perform occasional light lifting (up to 20 pounds).
  • Willingness to travel to multiple locations in the Sacramento area, as well as work evenings and weekends on an as needed basis.

STATEMENT OF QUALIFICATIONS (SOQ) REQUIRED

  • What are the biggest challenges you have faced as a Technical Writer, and how did you navigate and/or overcome those challenges? Describe any lessons learned that you identified as a result of the challenges you faced.

  • Knowledge of statistical analysis techniques and data modeling concepts is a plus.
  • Creativity, teamwork, and time management skills.
  • Ability to shift between priorities and navigate complex stakeholder requests.
  • Self-starter who can exercise initiative and think creatively to communicate information.
  • Ability to consistently exercise a high degree of initiative, independence, and originality.
  • Good organizational skills and strong attention to detail.
  • Familiar with one or more of the following technical competencies: statistics programming, policy writing, research methods documentation, or project management.
  • Ability to write requirements for testing, write for project management plans and write policy and procedure documents.
  • Ability to identify which documentation options are appropriate for each project type.
  • Experience as data visualization analyst, business intelligence analyst or advanced report writer.
  • Knowledge of Microsoft Office suite and other computer programs.
  • Experience with applicable business intelligence tools.
  • Experience in data warehouse or data modeling.
  • Working knowledge of the California legislature and Executive Branch.
