Operations Supervisor directs employees and assists in the prioritizing and performance of routine and emergency functions associated with the daily operations of a water and/or wastewater systems. Duties include direction of staff in daily checks of wells, pumps, booster pump stations, reservoirs, lift stations and plant equipment. As such, is responsible for the performance and maintenance and repair on the water and/or wastewater system, responding to customer problem and complaints about water quality; responding to or directing employees to respond to main breaks, service breaks and other system emergencies as deemed necessary.
• Daily direction, coordination and supervision of employees in the repair, maintenance and inspection of all well sites, reservoirs, water lines, booster stations, and the general condition of all sites and appurtenances.
• Perform maintenance, repairs and installations on water distribution systems including main lines service lines, valves, meters, fire hydrants, booster pumps, hydro pneumatic tanks and service lines.
• Assist customers with issues related to water supply, volume, pressure or quality.
• Inspect new construction by outside contractors to assure standards and materials.
• Perform blue stake and locate service lines, mains and valve boxes.
• Collect water samples for compliance testing, chlorinate the water system, repair chlorinator and adjust to correct settings.
• Plan, assign and supervise the work of field personnel. Train staff as needed. Maintain standard operating procedure (SOP) for consistency in completion of tasks.
• Oversees water production, distribution and treatment facility operations by directing operation, maintenance, testing and repair of the facility systems and equipment.
• Supervises and trains staff on all water production and treatment, with an emphasis on developing and promoting self-directed teams, which operate safely and efficiently. Plans and prioritizes daily assignments, monitors, encourages employee development, improves managing principles and practices and participates in personnel selection, objectives, goal setting and
evaluations. Trains personnel by developing technical and safety training programs, scheduling training activities and coordinating activities with off-site instructors.
• Operates and maintains the water SCADA applications and electrical control panels. Performs program modifications and adjustments to SCADA system as necessary. Completes trouble-shooting activities to control panels and other electrical elements association with the system.
• Prepares ongoing and periodic comparative analysis and reporting formats of performance metrics and/or conditional usage statistics in support of documenting the health and condition of operating systems.
• Provide improvement recommendations and prepares budgetary support for operation, maintenance and capital spend budgets.
• Operates, maintains, monitors and repairs sanitary sewer facility equipment including pumps, motors, blowers, chemical feeds, and flow metering instruments to ensure wastewater flows freely through the system.
• Obtains samples and performs fats, oils and grease sanitary sewer inspections to determine proper compliance with Company standards and regulatory requirements.
• Recognizes the importance of maintenance of the collection systems including lift stations and maintaining a collection cleaning and CCTV program. Performs routine inspections and repairs on manholes and direct contractor cleaning crews.
• Operates valves and pumps as part of the system.
• Reads and interprets meters and other required instruments. Enter lift station flow data ad inspection readings into daily reports. Reports on system by providing progress reports and inspection field reports summarizing the condition of the system.
• Administrative duties include answering and returning phone calls, entering daily input into computer, processing employee interviews and reviews, meeting with vendor contacts, resolving personnel issues, filing work orders, verifying and approving timesheets, assisting with budget administration, writing reports and providing information required by management and regulatory agencies.
• Prepares ongoing and periodic comparative analysis and reporting formats of performance metrics and/or conditional usage statistics in support of documenting the health and condition of operating systems.
• Perform all other duties as assigned.
• High School Diploma or equivalent
• Specialized knowledge of wastewater collection, wastewater treatment and/or reclamation, water treatment, and/ or water distribution principles and practices at a technical level. Knowledge of laws and regulations governing area of concentration and procedures necessary to operate. Safety practices in operation of electrical and mechanical equipment used in systems and facilities. Computerized treatment process applications and data logging functions. Appropriate certification is required.
• Five to ten years’ experience, depending on specific area of concentration (wastewater collection, wastewater treatment, water distribution, or water treatment) with increasing
responsibilities. Minimum 12 months experience as an Operator III or equivalent. Previous leadership/supervisory experience a plus.
• Texas locations require a TCEQ Class A Operator License in ground water or TCEQ Class B Operator License in ground water with the ability to obtain a Class A Operator License in ground water within two years. A second certification from TCEQ is required, a minimum Class C Operator License in wastewater treatment or the ability to obtain within one year with the express written approval from Director, Operations.
• Maintain a valid state driver’s license. May require a CDL (Commercial Driver’s License), with appropriate classification and endorsements.
• Work requires the ability to read maps, manuals, work orders, and blueprints and perform general math calculations such as addition, subtraction, multiplication and division, as well as knowledge of common water calculations and their applications.
