POSITION DESCRIPTION: Supervises employees spending majority of the time communicating with, motivating, training, evaluating, and planning and directing employees’ work. Plans, organizes, coordinates and schedules assigned work for employees. Provides procedural and technical training. Participates in applicant selection and hiring process. Provides employee orientation, training, counseling, and disciplinary actions and prepares employee performance evaluations.


Assist in managing premium transit projects as identified in the TPO's Long Range Transportation Plan, Local Agency Transit Development Plans or as identified by Florida Department of Transportation (FDOT) in coordination with other transportation partners. Coordinate with Miami-Dade County, Federal Transit Administration (FTA) and Federal Railroad Administration (FRA) as required. Coordinate with various Department Offices to successfully achieve a coordinated effort among various Department Offices. Discusses premium transit projects’ goals, schedules, issues, and resolutions regularly with stakeholders. Administers and manages consultant contracts to efficiently manage a diverse premium transit program of projects. Includes processing of vendor invoices and requesting necessary resources to meet project goals.


Oversee Rail and Intermodal Programs, pursuant to the Department Rail Manual, Florida Administrative Code (FAC), Florida Statutes, regulations of the Federal Surface Transportation Board and other appropriate Departmental procedures. Identify and request necessary resources for Rail Programs to meet business plan and ongoing program objectives. Participates in policy discussions related to railroad-highway crossing safety, the South Florida Rail Corridor (SFRC) new technology considerations, and funding considerations. Assists with the management of the SFRC in partnership with the South Florida Regional Transportation Authority (SFRTA).


Oversee the Aviation programs, pursuant to Florida Statutes, Florida Airport Council (FAC) and other appropriate Departmental procedures. Identifies and requests necessary resources for Aviation to meet business plan and ongoing program objectives. Participates in statewide Florida Aviation System Planning and Strategic Planning process. Provides technical assistance to airport customers and communities.


Oversee the District Seaport activities. Coordinate District participation in the development and implementation of the Strategic Intermodal Systems (SIS). This includes technical support and coordination with local stakeholders, Central Office and other members of the District Seaport and SIS team and dissemination of information to District employees. Manage the planning, development, and analysis of FREIGHT AND goods movement and Intermodal projects and programs. This includes coordination with local stakeholders to identify deficiencies and needs and managing the interaction with Transportation Planning Organization (TPO), Central Seaports Office, the Statewide Ports Council and Stakeholders Teams.


Assist the District Title VI Coordinator in monitoring and reporting the Department's compliance with Title VI and related statutes.


KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of the concepts, terminology, and principles of transportation project development; Skilled in the determination of work priorities and the delegation; Skilled in principles and practices of leadership and management; Skilled in all phases of project management; Skilled in effective written communication including developing technical documents; Skilled in verbal communication and technical presentations; Ability to supervise a diverse workforce; Ability to establish and maintain effective working relationships with others; Ability to organize, analyze, evaluate, and interpret transportation engineering data; Ability to plan, coordinate, organize, and direct modal program activities; Knowledge of Federal Railroad Administration, Federal Aviation Administration, Federal Transit Administration, and Highway Administration Functions; Ability to Develop and execute detailed financial budgets; Ability to prepare and present complex projects in public forums in a manner that can be easily understood by the public; Ability to conduct performance reviews and disciplinary actions. Knowledgeable of and skilled at the use of current computer software at an intermediate level.

OTHER JOB RELATED REQUIREMENTS:

During a declared emergency event, the incumbent will be required to assist the District as needed. Responsible for adhering to the provisions and requirements of Section 215.422, F.S.; Related State Comptroller’s Rules and Department of Transportation’s Invoice processing and warrant distribution procedures. The incumbent may be required to work extra hours on an as needed basis.
