Job description

Under general supervision of the Associate Director of Engineering and Utilities, we are seeking a Sr. Facilities Engineer who will manage and provides oversight on all Maintenance Improvement Plan Projects and other assigned projects.


Johns Hopkins Facilities & Real Estate (JHFRE) provides full facility operations support services for the Johns Hopkins Homewood campus, as well as planning, design, and construction for the schools and divisions across the Johns Hopkins enterprise, including Washington, D.C. and Montgomery County. Additionally, JHFRE provides leasing and property management for the university as well as the Health System and its affiliates. Also, within JHFRE is the Office of Sustainability, offering university-wide services.


The Engineering and Utilities Unit is responsible for oversight of the Homewood campus utility plants, engineering design efforts related to building systems and campus infrastructure at the historic JHU Homewood campus and other supported projects and facilities, developing guidelines and standards that produce efficient energy use and reduce greenhouse gas emissions, and energy procurement.


Specific Duties & Responsibilities

  • Manages the planning, prioritization and execution of facility projects on the Maintenance Improvement Plan (MIP). Projects will total between $8-10 million annually and will span over 5 Fiscal Years.
  • Works cohesively with all units within the Johns Hopkins Facilities and Real Estate (JHFRE) Department.
  • Participates and makes technical recommendations in design and construction progress meetings to help ensure adherence to university standards and contract conditions.
  • Reviews, and evaluates Capital Project designs in support of the university’s standards, guidelines, and policies. Provides technical recommendations.
  • Supports the Engineering and Utilities unit in developing and documenting design standards for renovation and new construction that support the Capital and Campus Plan goals and objectives, are durable and financially appropriate, and reflect sound engineering practice.
  • Provides oversight and review of consultant’s documents for Design and Construction (D&C) projects in the area of campus and building systems engineering and design, detailing, conformance with JHU standards, and appropriateness of systems and product specification.
  • Interfaces with JHFRE staff in recommending the most appropriate design solutions, addressing durability, financial sustainability, and engineering appropriateness.
  • Works with Engineering and Utilities unit to formulate and implement policy and process improvements for D &C project development process and management.
  • Assists the Engineering and Utilities unit with ongoing systems operation, re-commissioning, continuous commissioning and troubleshooting efforts.
  • Provides technical engineering assistance to the Office of Sustainability for the continuing development and implementation of the University’s climate change initiative, which guides the university's overall environmental eff orts by prioritizing projects, strategies, and programs to reduce energy consumption and greenhouse gas emissions.
  • Represents the University to external constituencies, including architects, engineers, constructors, regulatory agencies, etc. on a variety of issues related to project development and delivery. Develops excellent vendor relations based on reasonable expectations, consistency in project execution, fairness, prompt payment, and enjoyable working relationships.
  • Provides exemplary customer service by actively overseeing the entire MIP project management cycle from initiation, budgeting, design (as needed), and execution. Provides timely and accurate updates to the client and JHFRE representatives regarding project status, budget and schedule.

Initiation
  • Reviews project requirements and scope with client representative & users.
  • Determines prioritization of project in the MIP and scheduled Fiscal Year.
  • Develops project milestone schedule to include milestones for design (as needed), construction and any other requirements.
  • Oversees/coordinates project contracting requirements with D&C contracting team (as needed) and assist during the contracting process.

Budget
  • Establishes, maintains and monitors project and MIP budgets.
  • Provides cash flow projections as required.
  • Reviews and approves all project invoices (as needed).
  • Reviews and approves all change events and change orders (as needed).
  • Manages budget forecasts and contingency.

Design (As Needed)

  • Determines if a project needs a design and works with D&C to schedule and complete the design.
  • Promotes sustainable practices in the project delivery process.
  • Reviews project design for adherence to JHU design standards and client requirements.
  • Manages project design to ensure budget and schedule compliance.
  • Monitors design schedule to meet project milestones.
  • Reviews project status and provides risk assessment with regard to budget and schedule.

Execution For Projects Assigned to Facility Operations

  • Coordinates project logistics, distributes notification to JHU and non-JHU constituents.
  • Coordinates project outage requirements.
  • Ensures adherence to policies, procedures, and JHFRE project management standards.
  • Promotes sustainable practices in the project delivery process.
  • Monitors project construction for adherence to JHU design standards and client requirements.
  • Manages project construction to ensure budget and schedule compliance.
  • Monitors construction schedule to meet MIP milestones.
  • Monitors project deliverables for compliance with project requirements.
  • Reviews economic inclusion work plans and monitors/verifies participation.
  • Reviews RFIs and submittals for compliance with project requirements and design standards.
  • Reviews project status and provides risk assessment with regard to budget and schedule.

For Projects Assigned to Design & Construction
  • Ensures adherence to policies, procedures, and JHFRE project management standards.
  • Promotes sustainable practices in the project delivery process.
  • Monitors project schedule to meet MIP milestones.
  • Monitors project budget and impact to MIP.

Communication
  • Possesses superior written and oral communication skills, including the ability to present complex material in a useful and understandable fashion to diverse audiences.
  • Exchanges routine and non-routine information to JHFRE staff, JHU service providers, vendors, and internal and external clients using tact and persuasion as appropriate.
  • Communicates with Hopkins constituents so they are informed of project planning and progress.
  • Clearly communicates and reinforces performance expectations and responsibilities to project teams.
  • Advocates a position and negotiates or compromises as necessary.
  • Uses verbal and written communication to establish a culture of collaboration, consensus-based problem solving and positive diplomacy.

Minimum Qualifications

Education/Licensing:

  • Bachelor’s degree in engineering, preferably in mechanical, electrical or civil engineering.
  • Professional Engineer License in the State of Maryland or a state with reciprocity preferred.

Experience, Knowledge, Skills and Abilities:
  • Eight years project management experience with a proven track record of providing exemplary customer service.
  • Five years of program management experience related to construction projects and facility services support preferred.
  • Knowledge of design and construction business practices including, but not limited to, scope preparation, contract issues, insurance requirements, labor rates, invoicing, etc.
  • Experience and knowledge of design and construction methodologies for a variety of building types, mechanical and electrical systems, and construction delivery methods.
  • Experience with construction and renovation of a broad variety of building types and construction methods.
  • Strategic thinker with proven planning skills.
  • Ability to coordinate and prioritize tasks, resolve problems, and negotiate solutions.
  • Ability to build and sustain positive and collaborative working relationships with a wide range of constituents.
  • Proficient in the use of MS Office, MS Project, and pdf mark-up software; familiarity with
  • AutoCAD and BIM.

Decision Making:

  • Carries out duties and responsibilities with limited supervision.
  • Makes decisions and establishes work priorities on complex, problem-solving operations.
  • Makes project decisions based upon department standards of operation.
  • Reviews potential issues with Associate Director and Senior Director, as necessary.
  • Provides day to day project management with limited supervision.


Physical Requirements

  • Must be able to remain stationary for extended periods of time.
  • Ability to climb ladders, move around construction sites, and navigate tight spaces typically found in mechanical, electrical, and utility rooms.
  • Ability to operate a computer and other equipment on a frequent basis.
  • Ability to frequently communicate with coworkers.
  • Ability to move about.
