A vacancy exists in the Department of Recreation and Parks, Administrative Support Services - Human Resources.

Examples of Duties
Under general supervision, performs professional Human Resources administration work.
Essential Job Duties
  • Develops and administers job analyses and content validity studies on a variety of classifications for examination purposes.
  • Prepares detailed job analysis reports.
  • Develops written, oral and performance examinations from job analysis information.
  • Develops rating criteria for training and experience evaluations.
  • Coordinates and administers examinations.
  • Interprets examination results and statistics, and makes recommendations for test usage.
  • Reviews applications to determine whether applicants possess required qualifications.
  • Interviews and counsels applicants regarding job opportunities and application procedures.
  • Develops and maintains programs of recruiting, such as through colleges, community-based organizations, minority- and women-owned organizations.
  • Conducts on-campus recruitment.
  • Develops recruiting materials.
  • Participates in the development and operation of the County affirmative action plan.
  • Establishes methods to retain and report Human Resources records data to regulatory agencies or others.
  • Administers unemployment cost control programs.
  • Develops and maintains automated and manual Human Resources recordkeeping systems.
  • Interprets applicable Human Resources law, rules, regulations, policies, procedures and memoranda of understanding.
  • Counsels employees and managers concerning benefit availability and access.
  • Prepares reports and participates in special projects as assigned.
  • Conducts and implements classification and compensation studies, and recommends modifications to existing plans.
  • Conducts organizational and operational studies necessary to develop or revise class specifications.
  • Conducts total compensation studies.
  • Prepares cost reports associated with pay grade changes and reclassification actions.
  • Develops and implements a variety of employee development programs, such as mandatory and elective training programs, seminars and new employee orientation.
  • Delivers instruction-led training to groups of employees.
  • Prepares written and audiovisual materials for employee training courses.
  • Serves as staff specialist to several small County agencies providing complete and accurate advice and information to employees, supervisors and managers on a wide range of Human Resources policies and practices.
  • Assists departments in the interpretation and application of laws, rules, regulations, policies and procedures, and memoranda of understanding.
  • Acts as employee relations specialist providing guidance to managers on disciplinary actions and in the use of performance management systems.
  • Oversees recruitment initiatives and assists agencies in the selection and retention of staff.
Examples of Other Duties
May function as lead analyst on large or comprehensive projects. May supervise clerical or support personnel. May present testimony at hearings or other official proceedings. May represent the department at meetings and conferences or on committees.
Performs other related duties as required.

Qualifications
Required Qualifications
Graduation from an accredited college or university with a bachelor's degree, preferably in Human Resources administration, business or public administration, education, or psychology;
Plus
At least two years' professional experience in Human Resources administration.
Experience in Human Resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education.
Education beyond a bachelor's degree in Human Resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.
Knowledge, Skills, and Abilities (Entry Level)
  • Knowledge of principles of public Human Resources administration.
  • Knowledge of statistical concepts and procedures used in personnel administration and research.
  • Knowledge of the principles of a merit system.
  • Knowledge of Human Resources laws.
  • Knowledge of adult learning theory and teaching techniques.
  • Skill in evaluating and analyzing information related to Human Resources administration.
  • Skill in delivering instructor-led training.
  • Ability to understand and apply Baltimore County personnel law, rules, regulations, policies, procedures and memoranda of understanding.
  • Ability to develop training curriculum from determined objectives.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to handle confidential material with discretion.
Knowledge, Skills and Abilities (Full Performance)
  • Knowledge of applicable County personnel law, rules, regulations, policies, procedures, and memoranda of understanding.
  • Knowledge of applicable Federal and State laws, guidelines, and requirements. Knowledge of the organization and functions of County agencies.
  • Skill in applying Baltimore County law, rules and regulations, policies and procedures, and memoranda of understanding to performance of duties.
  • Skill in developing objectives and curriculum to meet organizational goals.
  • Skill in using Workday and other Human Resources management systems.
  • Ability to use Workday and other Human Resources management systems.
Preferred Qualifications
  • Advanced knowledge and experience using Workday for human capital management purposes.
  • Maryland Livescan certification and recent experience fingerprinting customers for non-criminal justice purposes.

Preferred Qualifications
One to two years of Workday experience preferred.
EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.
Conditions of Employment
Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
Physical and Environmental Conditions
The work of this classification is essentially sedentary. Some positions may involve occasional travel between work sites.

Salary
Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
General Increases - Cost of living increases and adjustments may be granted as legislated.
Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.

Health Insurance
Health Insurance benefits elected become effective the first day of the month following the date of hire if the employee has completed online enrollment prior to that date. New employees must enroll within thirty (30) calendar days of hire. Plans offered include:

Flexible Spending Accounts
Opportunity to set aside pre-tax dollars, through payroll deduction, for eligible unreimbursed medical care expenses and/or dependent care costs.
Life Insurance
Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.
Retirement
Employees are required to participate in the Baltimore County Employees' Retirement System (ERS), with very limited exceptions.
