Salary:

POSITION SUMMARY


Assists in a variety of complex administrative and technical duties related to the operation of the Public Works Department, including the street/parks resurfacing program projects, planning and development.  The Public Improvements and Projects Coordinator works under the general supervision of the Director of Public Works and Superintendents.  Duties include the coordination of work tasks with the Director of Public Works and department Superintendents.  The Public Improvements and Projects Coordinator assists with supervision over Township subcontractors and capital funded projects.  The work involves considerable initiative and independent judgment and is periodically reviewed at completion.

 

The Public Improvements and Projects Coordinator assists and participates in 24-hour emergency callout duties as it relates to snow removal; sanitary sewers; storm sewers; fallen trees; or any other maintenance related responsibilities, including response to emergency PA One Call notification.


Work is performed during regularly scheduled hours and may involve additional hours as needed.


The position is exempt under the Federal Fair Labor Standards Act.


ESSENTIAL DUTIES AND RESPONSIBILITIES

 

  • Assists in supervision of annual street programs, which include analyzing and categorizing street conditions, estimating costs, selecting materials, inspecting installation, and authorizing payment.
  • Assists in supervision of Township projects with contractors and Township personnel.
  • Respond to questions and/or complaints from residents and perform any necessary follow-up work.
  • Inspect development Township projects as needed. Compile related reports as required.
  • Review grading permit applications and inspect grading activity.
  • Investigate and solve sanitary and storm sewer complaints.
  • Maintain communication with contractors/developers/builders as needed.
  • Inspect street opening permit restorations.
  • Inspect French drain/rain conductors for compliance with Township Codes.
  • Perform 811 Ticket Utility marking per Public Utility Commission Standards.
  • Assists in preparing contracts for the street/parks resurfacing program. 
  • Coordinate with the Superintendent of Projects with capital sanitary and storm sewer projects and the street resurfacing program as needed. 
  • Assists and participates in 24-hour on-call supervisor for various conditions requiring immediate Township response – sanitary and storm sewer problems, downed trees, snow and ice removal, etc.
  • Performs tasks as required by the Director of Public Works


QUALIFICATIONS


Necessary Knowledge, Skills, and Abilities


  • Considerable knowledge of construction contracts, specification development and inspection, sanitary and storm sewer construction and operation; knowledge of inspection methods and techniques.
  • Considerable knowledge of the principles and methods of a Public Works program as related to a municipal setting.
  • Extensive knowledge of paving operations and quantity estimates as it relates to streets, parking lots and parks surfaces.
  • Considerable knowledge of Municipal snow removal operations.
  • Ability to carry out multi-dimensional tasks with accuracy critical to the success of the task.
  • Ability to train, motivate, and supervise personnel effectively.
  • Ability to clearly and effectively communicate orally and in writing in the English language.
  • Ability to plan, organize and complete assigned tasks in a timely fashion.
  • Ability to organize and maintain records and files.
  • Ability to analyze and prepare complex reports including spreadsheets.
  • Ability to work and communicate effectively with Township employees, elected officials, other agencies, and the public.
  • Ability to maintain confidentiality where necessary.
  • Ability to establish and maintain effective working relationships with supervisors, contractors, residents, and others.
  • Ability to supervise the work of subcontractors; ability to perform inspections of project sites; ability to read and understand site plans; due to the nature of the position, the employee must be precise and attentive to detail.


Education and Experience


  • Graduation from a four-year college or university with a Bachelor’s Degree or advanced technical training in Civil Engineering or a related field, and five years of progressively responsible experience in the field of Civil Engineering, Construction, or Public Works or any acceptable combination of training or experience.


SPECIAL QUALIFICATIONS


  • Must posses a valid and current PA State Driver’s License or have the ability to obtain one prior to employment.

  • Personal computer; tablet; laptop; GPS units; GIS software; telephone; tape measure; level; scale; and motor vehicle.

  • Work is performed both in the office and in the field. Outdoor work is required in the inspection of project sites.  Hand-eye coordination is necessary to operate various tools and equipment.

The employee is occasionally required to sit; climb or balance; stoop, kneel, or crouch; talk or hear; and smell.
  • The employee must occasionally lift and/or move up to 50 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

  • The noise level in the work environment is usually quiet in the office and moderate to noisy in the field.
