POSITION DESCRIPTION
This position is responsible for the management of the Public Housing units owned by this Authority and other units that may be managed by the PGHA or its affiliates. Work involves the application of Federal Housing Authority regulations and the policies and procedures to a wide variety of administrative activities necessary for the successful operation of the housing division. This position ensures that the maintenance needs of the units are met.
DUTIES AND RESPONSIBILITIES
Ensures that the Authority's policies and procedures guidelines are being observed in the day-to-day activities of housing management functions.
Processes new applications, verifying income, rental references and criminal history.
Executes lease and "move-in" checklist with new tenants, advising them on housing occupancy requirements and the responsibilities assumed by both the Housing Authority and the tenant in the contract.
Collects and records rent and other charges; determines lease delinquencies and individuals to be processed for eviction and originates correspondence as required.
Maintains individual tenant files; conducts annual and interim tenant re-examinations to calculate proper rental charges, verify employment status, ascertain family composition and confirm space requirements and other related factors affecting eligibility for Public Housing accommodations.
Inspects interior and exterior of dwelling units on a regular basis to ascertain maintenance requirements to be attractive, sanitary and secure housing units and grounds.
Ensures that residents required to do Community Service are conforming, maintaining reports and tracking their Community Service requirements.
Initiates work requests and forwards to the Maintenance Department for action, then follows through to ensure tenants' satisfaction.
Represents the Authority in court actions concerning evictions for non-payment of rent and other lease violations and serves as a witness on behalf of the Authority as needed.
Maintains accurate wait lists to ensure minimum vacancy of units.
Investigates tenant complaints and settles grievances. Establishes and maintains harmonious tenant relations, counsels and assists with various social and personal problems, referring the more difficult matters to appropriate staff or community service agencies.
Supervise Maintenance Tech.
Assists in lobby to answer phones and direct client traffic.
Other duties as assigned.
REQUIRED KNOWLEDGE SKILLS AND ABILITIES
Basic working understanding of the organization’s programs, policies and terminology.
Ability to effectively utilize computers and related software, computer printers, calculator, photocopier, fax and telephone system (multiple-line).
Ability to analyze needs of the client and family and recommend support services.
Knowledge of business English composition, spelling, punctuation and mathematics.
Ability to interpret and apply program information in making work decisions or in providing information to others.
Ability to work effectively and cooperatively with a wide range of people, including patrons which may be under significant personal stress.
Ability to organize, establish priorities and independently perform work assignments.
Ability to work effectively with frequent interruptions.
Must have a courteous, compassionate, and tactful manner.
Ability to communicate effectively with agency staff, the general public and other agency personnel.
Ability to maintain confidentiality.
Ability to communicate with patrons with limited written and oral English skills.
Maintain dependable, punctual attendance.
MINIMUM EDUCATION, TRAINING AND/OR EXPERIENCE
High School Diploma or G.E.D.
One year in a social services environment with administrative support and/or a combination of education and experience.
HQS Certification
Must possess computer skills, i.e. Excel or Microsoft Word.
Job Type: Full-time
Pay: $17.00 - $18.00 per hour
