What We Are Looking For:

PCHA is currently in search of a Housing Choice Voucher Specialist to fulfill a pivotal role in aiding low-income families to secure and uphold safe, decent, and affordable housing through the Housing Choice Voucher Program in conjunction with HUD. The role encompasses a range of responsibilities related to assessing the eligibility of participating families. This position demands a comprehensive understanding and adherence to HUD HCV guidelines. The HCV Specialist is expected to cultivate strong, professional relationships with program clients and property owners.

The ideal candidate for this position will exhibit a forward-thinking mindset, readily adopt technology to enhance effective business practices, and possess a hands-on approach.

In this role, you will:

  • Oversee and administer an assigned caseload of HCV program participants, ensuring efficient service delivery.
  • Conduct annual and bi-annual recertification processes within required timeframes to determine continued eligibility.
  • Perform interim recertification as needed due to changes in participants' circumstances.
  • Conduct participant briefings in person and remotely, explaining program requirements and family obligations.
  • Process and monitor participant moves, maintaining program compliance.
  • Calculate housing assistance payments and client rent obligations accurately.
  • Resolve concerns and disputes between property owners, clients, and the Housing Authority to maintain positive relationships.
  • Process all program-related transactions within the Housing Authority's systems, including SACS.
  • Maintain accurate and complete electronic applicant/participant files to ensure program compliance.
  • Provide excellent customer service to participants, landlords, colleagues, clients, and vendors.
  • Ensure that all job functions align with the Housing Authority's Administrative Plan, HUD regulations, and other state and local requirements.
  • Obtain certification in the Housing Choice Voucher Program and HQS/INSPIRE Inspection standards to stay updated with industry best practices.
  • Maintain regular attendance and punctuality and be flexible for cross-training to learn other HCV positions to assist as needed.
  • Conduct property inspections when requested.
  • Strive to provide excellent customer service and promote a positive image of the Housing Authority.
  • Perform any other duties as assigned by the Housing Authority.

What You Need:

  • High school diploma or equivalent.
  • Thorough understanding of HUD and Housing Authority policies, procedures, and practices related to the Housing Choice Voucher (HCV) program.
  • Effective communication and interpersonal skills to engage with individuals from diverse backgrounds and abilities.
  • Proficiency in establishing and maintaining productive working relationships with staff, landlords, and residents.
  • Strong written and verbal communication skills, including the ability to write reports, complete forms, compose letters, and convey information effectively.
  • Demonstrated capacity to perform repetitive and detail-oriented job tasks with accuracy.
  • Possession of a valid Florida Driver's License.
  • Previous experience in the HCV program, Housing Authority, or Tax Credit programs is a plus.
  • Commitment to achieving all necessary HUD-required certifications within one year of appointment.
