Summary
The Manager in Property and Evidence is a specialized position that is responsible for overseeing and supervising the daily operations of the Property and Evidence Room and personnel. Trains, counsels, evaluates, and disciplines subordinate personnel. Supervises the retrieval, loading, transporting, classification, and safeguarding items of evidence and property while maintaining the items' evidentiary value and a detailed chain of custody log, prepares weapons and narcotics for destruction, and prepares items for auction or release while ensuring compliance with standard operating procedures (SOPs), state laws, and court orders. This position requires the ability to read, interpret, and submit legal documents regarding the receipt, storage, release, destruction, and auction of PROPERTY AND EVIDENCE. Monitors cold storage and alarms and responds 24/7 to any issues that may arise.
Essential Duties and Responsibilities
  1. Receives, loads, transports, verifies, and classifies property, money, narcotics, weapons, and biohazard materials AND EVIDENCE while ensuring items are stored in a secure and organized manner to prevent theft, loss, and contamination while maintaining chain of custody records. Monitors cold storage of biohazardous materials and responds to cold storage alarms when necessary.
  2. Communicates with Sheriff's Office departments, courts, Criminal District Attorney's Office, outside law enforcement departments, JP's offices, and citizens pertaining to PROPERTY AND EVIDENCE receipt, storage, and dissemination. Handles unique requests as needed.
  3. Analyzes daily operations and develops new policies ensuring the efficient operations of the PROPERTY AND EVIDENCE room and adapts policies to reflect current State law or statutes.
  4. Maintains legally required documentation associated with chain of custody for PROPERTY AND EVIDENCE.
  5. Researches reports and verifies case status in the court system to determine proper disposition of PROPERTY AND EVIDENCE.
  6. Provides court testimony regarding PROPERTY AND EVIDENCE chain of custody, collection, processing, handling, storage, security, and disposition. Schedules subordinate personnel for court testimony
  7. Interprets and submits legal documents for the release, destruction, and auction of PROPERTY AND EVIDENCE to ensure items are handled appropriately and within time limits.
  8. Arranges documents for interim releases and returns of evidence for court, laboratory analysis, and investigative use.
  9. Coordinates disposal of unclaimed PROPERTY AND the disposition of weapons, narcotics, hazardous materials, and game room seizures pursuant to law.
  10. Supervises subordinate personnel including, but not limited to, scheduling, counseling, evaluating, disciplining, and assigning daily tasks and special assignments. Oversees daily operations and ensures tasks are done within guidelines of State laws and statutes as well as policies and procedures set forth by precedent.
  11. Performs other duties as required or directed.

Minimum Requirements
Associate's degree or equivalent. Four (4) years' experience in PROPERTY AND EVIDENCE processing. Property Management Certification required upon eligibility for and availability of class. Jailer's license preferred. Ability to work independently or as part of a team. Extreme attention to detail is mandatory. Ability to communicate and understand PROPERTY AND EVIDENCE requests from Sheriff's Office personnel, court personnel, Criminal District Attorney's Office, Medical Examiner's Office, labs, outside law enforcement agencies, and citizens. Ability to participate in time sensitive and multiple projects concurrently without loss of quality on any project. Demonstrable interpersonal and public relations skills. Must be able to multi-task and work independently on basic or routine assignments using independent discretion and judgment as well as transition quickly between tasks. Interpret and properly apply court orders and relevant state statutes in PROPERTY AND EVIDENCE processes. Prepare and execute official and legal documents to perform job functions. Working knowledge of PROPERTY AND EVIDENCE statutes in the State of Texas, policies, and procedures relating to PROPERTY AND EVIDENCE collection, classification, storage, release, destruction, and auction. Must have working knowledge of Sheriff's Office software and Microsoft software to complete job tasks. Must have working knowledge of the Sheriff's Office policies, Civil Service Rules, Standard Operating Procedures and the Tarrant County Handbook. Must be able to submit official and legal documents and understand the wording within. Must be able to control emotions and remain professional regardless of stress encountered. Must have the ability to create accurate, clear, concise, comprehensive, relevant, and grammatically correct documents. Must possess the ability to work with citizens from diverse groups and have excellent customer service skills. Ability to focus personal and team efforts toward continuous performance improvement. Ability to increase knowledge and skills both personally and as a team. Must have good interpersonal and active listening skills. Must be able to take appropriate actions, make timely decisions in an accurate manner, and accomplish assigned duties while accepting accountability for the outcome.

Tarrant County will conduct background checks that will include a criminal background check and may include credit reports, motor vehicle records, employment records, educational attainment, or additional State or Federal legal requirements.
Physical Demands and Work Environment & Other Requirements
While performing the duties of this position, the incumbent is regularly required to bend, carry, climb ladders, climb stairs, grasp/squeeze, use hand tools, tolerate hot and cold inside temperatures, keyboard, kneel, lift below the waist, lift between the waist and shoulder, lift overhead, lift to the side/twist, use material handling equipment, tolerate hot and cold outside temperatures, pull, push, reach, reach overhead, perform repetitive tasks, see color, see far and near, sit, squat, stand, stoop, talk, twist, use his/her hands, drive a vehicle, walk, walk on an incline, work with wide hand spread, work alone and with others, and work overtime. Has exposure to bloodborne and airborne diseases when disposing of contaminated used syringes or DWI blood kits that may contain Hepatitis, HIV, or other dormant diseases. Has exposure to hazardous drug substances and associated fumes such as marijuana, K2, meth, heroin, LSD, cocaine, and other drugs. Has exposure to hazardous fumes while performing drug destructions and gun and weapon destructions. Has exposure to Asergillus fungus (found in molded marijuana), which can cause respiratory distress, coughing, sneezing, sinusitis, asthmatic signs, wheezing, shortness in breath, coughing, burning in the lungs, or death in extreme cases.
