OVERVIEW:

Under a minimal degree of supervision, performs supervisory and complex clerical duties in managing the operation of the Sheriff's Office Evidence Room and Quartermaster Programs. Supervises subordinate staff, volunteers, interns and the work product of subordinates.

YOUR RESPONSIBILITIES:

(Any one position may not include all of the duties listed, nor do the listed examples include all duties, which may be found in positions of this class.)

EVIDENCE RESPONSIBILITIES:

Planning, organizing, managing, and evaluating the functions and staff within the evidence section of the Sheriff's Office.

Safeguard and maintain the integrity of all Sheriff's Office evidence/property in accordance with state laws, city ordinances, and departmental policies and procedures.

Directing inventory/warehousing functions such as: utilizing inventory management systems, utilizing innovative inventory storage techniques, monitoring and managing inventory levels, and coordinating the transfer, release and disposal of evidence.

Supervising evidence technicians, volunteer's, and/or interns in the evidence/quartermaster section.

Preparing and implementing the budget for the evidence section. Monitoring and controlling expenditures. Forecasting the need for additional staffing, equipment, and materials. Assists with the budget process by reviewing invoices for accuracy and providing required documentation.

Developing and evaluating recommendations for changes in policies, procedures, and practices through proposals and/or reports. 

Coordinates quality control checks, audits and public auction of the evidence inventory and the disposal or return of property in accordance with policy and state and federal law.

Coordinate the destruction of weapons, narcotics and other contraband.

Coordinates and oversees the processing of court dispositions and requests for dispositions on evidence.

Coordinates all training for section members.

Tags, marks, packages, and stores property and evidence received.

Testify in court on behalf of the County regarding acquired evidence as necessary.

Communicates with County employees and the public in order to receive and return property and evidence, and handle inquiries or complaints.

Instructs and trains subordinates and Police Recruit classes in a classroom setting regarding the proper handling and packaging of evidence.

Prepares written documents including performance evaluations, letters, various listings, impound records, and policies and procedures with clearly organized thoughts using proper sentence structure, punctuation, and grammar.

Reviews the work products of others to ensure compliance with standard operating procedures, state laws, and departmental administrative and field orders regarding the handling of evidence.

Inspects evidence submitted to ensure proper packaging and compliance with prescribed operating and safety standards.

Enters data into a computer terminal to create a database for evidence tracking.

Performs physical inventories of evidence including large sums of money.

Supervises and evaluates the work of subordinate personnel responsible for receiving and storing evidence.

Prioritizes and assigns work to subordinate personnel.

Resolves procedural and other work-related problems.

Maintains accurate records of monthly activities in the evidence section.

 

QUARTERMASTER RESPONSIBILITIES:

Provide each sworn and non-sworn employees with the equipment needed for their position and any collateral assignments (uniform shirts and pants, badge where applicable, shoes/boots, body armor, duty gear, first-aid kits, Narcan, etc.).

Maintain a detailed list of items given to each employee and collect any items no longer needed as employees change positions or collateral assignments.

Meet with employees upon termination to review inventory of items issued to or purchased by employee using departments funds and facilitates the return of all department property.

Creates and maintains tracking of orders, uniforms, equipment, and supplies. Compile and keep current a list of needed equipment for each type of deputy and ranks. Assign body armor and tracks useful life of each.

Tracks budget expenditures with assistance from finance department to ensure purchases stay within budgeted amounts on responsible accounts. Coordinate with leadership on annual budget requests for equipment, uniforms, and miscellaneous requests.

Monitors equipment condition, authorizes repair orders, and replaces, as necessary.

Stocks first-aid kits, Narcan, and other consumable items for each employee as well as an accessible stock available 24/7.

Monitors AED supplies and replaces spent and expiring items as needed.

Coordinates the disposal of department surplus property.

Manages the Sheriff's Office's assets, tags and tracks new items throughout the building and within vehicles.

Develops relationships with vendors.

Maintain storage area in a condition that it is prepared for outside audits at any time.

Researches, applies for and manages grants involving equipment and uniforms.

Performs related duties, as assigned.

ABOUT YOU:

Education: Associate Degree in related field preferred.

Experience: 2+ years' experience in the handling, receiving, storing, and disposal of police property/evidence, inventory control, and materials management AND one year of lead or supervisory experience in law enforcement or as a Lead Evidence Technician.

Certification: Certified Property and Evidence Specialist by the International Association of Property and Evidence (IAPE) may substitute for two years of experience.

Any combination of education, experience or certification in related areas may be eligible for substitution in education, experience or certification requirements.

YOUR SPECIAL REQUIREMENTS:

Background investigation and polygraph is required.

Must possess a valid Utah Driver's License by hire date. Employees driving a personal vehicle while on county business must maintain the minimum vehicle liability insurance as specified in the Utah Code.

Must be able to test for and attain Utah Bureau of Criminal Identification certification (UCJIS). Failure to maintain or loss of the UCJIS access will mean loss of access to the Sheriff's Office facilities. 

Two years of experience working with the Spillman RMS Law Enforcement System preferred. 

PHYSICAL DEMANDS:

Primary functions require sufficient physical ability and mobility to work in an office and storeroom setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to occasionally climb and balance; to lift, carry, push, and/or pull. Moves items that weigh up to 75 pounds for distances up to 150 feet in order to store items and return property to owners. Works in small, cramped areas, and reaches property and evidence at elevated levels in order to store and/or retrieve items; to verbally communicate to exchange information; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to operate a vehicle to travel to various locations.

WORK ENVIRONMENT:

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Work is performed primarily in an office and storage room setting with some travel to transport evidence to laboratories and court; work in confined spaces; work at heights on ladders; exposure to hazards including bio-hazards such as body fluids, dust, chemicals, ammunition, fireworks, flammables, narcotics, and guns.
