The primary purpose of this position is to be the Command focal point for Reserve Aeromedical Evacuation (AE) Training, operational and deployment policies, plans and programs to include training and contingency deployments. Directs operational studies to analyze and capture lessons learned from AE deployments and contingencies.
Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Programs. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes being the Operations Plans point of contact (POC) on Aeromedical Evacuation Plans and Program and implements AFRC AE force usage policies and procedures to support training, Aerospace Expeditionary Force (AEF), humanitarian and contingency missions. Acts as POC for higher, lateral, and subordinate headquarters on AE operational plans issues, including plans and readiness for all applicable mission design series (MDS) aircraft. Provides analysis and evaluations on AE program operations, management and organizational effectiveness, efficiency and productivity. Develops AE policy and standards for planning, coordinating and implementing OPLAN and contingency/crisis taskings. Undertakes the development of Concept of Operations and Execution Plans associated with deployments of AE assets, UTCs and units in various and diverse areas including homeland defense, interoperability with civilian agencies, other military services and federal agencies in response to weapons of mass destruction, major theater of war operations, humanitarian, international training, nation building/partnership programs, AEF operations, and contingencies. Formulates detailed plans and schedules utilizing available aviation assets, time-phasing the deployment of aircraft and personnel to meet Component theater requirements. Organizes program efforts with functional activities within AFRC and AMC, and liaisons with the Department of Defense (DoD), Department of the Army, Department of the Navy, HQ USAF, and other agencies affected and served by the AE program. Analyses capabilities based upon various field and command post exercises, SORT/ART/DRRS readiness reporting, inspection results and deployment reports from contingencies. Maintains proficiency in standardized planning tools to provide operational planning support to the AFRC Crisis Action Team (CAT). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge, skills, abilities, and demonstrated experience of operations or logistics planning and of medical plans, programs and AE requirements.

2. Knowledge of the AE mission, organizations, programs, and functions of the command and military philosophical concept behind and the process for the preparation of a range of exercise and contingency plans.

3. Knowledge of combat planning functions and skills and abilities to conduct comprehensive command instruction with particular emphasis on associated technical instruction. Knowledge in passenger/cargo movement practices.

4. Knowledge of Air Force Doctrine, Joint Service, Air Force, CINC, GMAJCOM, and AFRC directives, instructions, procedures, and policies governing battle staff processes and aeromedical missions.

5. Knowledge of battle staff process and of analytical and investigative techniques to measure the effectiveness, efficiency and productivity of aeromedical programs.

6. Knowledge of the operation of JOPES, DCAPES, SMS, PPBE, POM and their associated software applications.

7. Ability to communicate effectively orally and in writing.

8. Proficiency in Microsoft Office applications, particularly Word, Excel, and Powerpoint.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
