Job Description
The Substance Use Services Manager is responsible for the implementation, supervision and evaluation of Elevate's Adult Substance Use Intervention programs and services. The Adult Substance Use Services Manager will ensure evidence-based strategies and programs are used with fidelity.
Location: 1626 Clarence Ct. West Bend, WI 53091
Hours: Monday through Friday - 40 Hours exempt position
Salary Range: $57,200- $68,640

Minimum Qualifications:
- Licensed Substance Abuse Counselor (SAC), or Certified Substance Abuse Counselor (CSAC) required.
- Bachelor's Degree required.
- Knowledge of laws governing confidentiality.
- Experience providing individual and/or family intervention services.
- Ability to manage, mentor, delegate, set clear direction and manage workflow.
- Knowledge of and commitment to utilizing evidence-based programming and outcome-based evaluation.
- Excellent written and verbal communication skills.
- Ability to work within a team environment.
- Public speaking, relationship building skill and experience.
- Proficiency in Microsoft Office Suite and Google Applications.
- Pre-employment criminal background check, employment background check and drug screening required.
Preferred Qualifications:
- Master's degree in Social Work, Counseling, Psychology, Health Education or Criminal Justice preferred.
- Three to five years of supervisory experience strongly preferred.
- Independent or Intermediate Clinical Supervisor certification preferred.
- Intoxicated Driver Assessor knowledge and/or experience preferred.
Essential Functions:
- Manage, evaluate and refine the Adult Substance Use Intervention programs to meet the needs of the community and current and future funders.
- Hire, train and evaluate staff in quality service provision. Responsible for professional development of staff.
- Serve as a liaison between Elevate’s Substance Use Services and Washington County’s Diversion and Treatment Court Program Manager to ensure program compliance with expectations and best practices.
- Ensure that evidence-based approaches are used with fidelity.
- Provide ongoing consultation and supervision of staff through client staffing and review, clinical supervision and team meetings.
- Ensure that all staff practice within scope of licensure, maintain appropriate licenses required for job duties and participate in clinical supervision and continuing education required by licensure, DSPS, and WI DHS 75.
- Knowledgeable of all state and federal rules, laws, and regulations pertaining to intervention programming including but not limited to DHS 75, HIPAA, CFR 42 Part 2, DHS 36, as well as professional ethics. Responsible for ensuring staff and agency are compliant with state and federal rules and regulations.
- Assist in the identification of potential funding sources, preparation of funding proposals and the necessary reports to funding sources.
- Provide support in building and maintaining relationships with community stakeholders, referral sources, state and federal agencies and funders to ensure ongoing quality of services and programs.
- Collaborate with staff and assist the Data and Evaluation Manager in oversight for data collection, program evaluation and reporting on all intervention programs. Communicate program outcomes to leadership team and community stakeholders.
- Facilitate and/or participate in committees, coalitions, and other professional and community groups related to substance Use intervention programming including but not limited to the Drug Treatment Court Team and the Diversion Coordinating Committee.
- Represent Elevate, Inc. at community meetings, coalitions, and other relevant events and teams.
- Manage the Adult Substance Use Program budget, specifically expenses related to drug testing, program supplies and staff development and training.
