The Procurement Specialist is responsible for providing City wide purchasing support, performing secretarial, clerical, and office work in the administration of contracts, and providing general support to the Finance Department.
- Review contracts, purchase requisitions, purchase orders and all formal and informal procurement documents and activities for conformance to City policy
- Confers with City departments to determine procurement needs and prepare specifications and formal Requests for Proposals (RFP), Invitation to Bid (ITB), and other procurement documents for the purchase of goods and services
- Assists and advises all City departments with the preparation and processing of requisitions and purchase orders
- Checks and reviews market sources and vendors to ensure most cost-effective and competitive pricing for the purchase of goods and services
- Tracks contracts approaching the end of their term and coordinates renewal or re-bid with departments
- Creates files and updates vendor files and related documentation
- Assists vendors with requests for payment status, tax exempt statements, W9s and tax identification numbers
- Reviews bids, contracts, and related documentation to verify accuracy and completeness
- Assists with annual activities such as year-end purchase order review and closing process
- Provides training and guidance to City personnel and vendors regarding City's policies as they relate to proper purchasing procedures
- Assists with developing and improving document templates and general procurement processes
- All other tasks as assigned
- Associates Degree in Accounting or Finance or related field
- At least three (3) years directly related purchasing experience, or an equivalent combination of training and experience
- Valid Driver's License
- Certified Public Buyer (CPPB) or other NIGP/UPPCC certification preferred
- Ability to review and interpret complex documents
- Ability to effectively meet and deal with the public; ability to communicate effectively verbally and in writing; ability to handle multitasking and stressful situations
