Independently performs work for the solicitation and procurement of supplies, goods, services, professional and construction services, including complex procurements, in accordance with established policies and procedures, acts as resource person to departments for Purchasing procedures, state and federal guidelines, and may perform related duties as assigned.
DUTIES AND RESPONSIBILITIES (Which are not in any hierarchical order)
1. Provides advice to project managers and City departments about the requirements and regulations concerning the procurement process; and answers questions about procurement options.
2. Enforces competitive procedures in accordance with legal requirements, policy and procedures.
3. Meets and confers with City department staff regarding the procurement process and the development of scopes of work and solicitation packages and evaluation factors.
4. Creates Requests for Qualifications, Invitations to Bid, and other forms of solicitations, in a professional format from information received from City Departments.
5. Performs value and cost analysis by reviewing government and other source cost listings.
6. Contacts vendors, bidders and proposers regarding products and services, pricing and other terms.
7. Advertises solicitations and prepare addendum.
8. Conducts pre-bid conferences, and conducts bid openings.
9. Performs basic due diligence regarding qualifications of bidders and proposers.
10. Manages procurements through the pre-solicitation, competitive solicitation, award and post-award contracting and administration phases.
11. Analyses bids and proposals, compiles evaluation spreadsheets, presentations and other documents.
12. Coordinates and conducts evaluation committee meetings.
13. Performs contract negotiations.
14. Prepares or reviews basic contract documents including form contracts, contract renewals, work orders, work authorizations, changed orders, simple amendments and other forms.
15. Maintains department files and systems.
16. May provide guidance to more junior staff on specific matters.
17. Provides training on procurement process and systems to City departments.
18. May assist in developing and maintain.
Salary
$35.26 -$44.08 Hourly (Pay Grade 66)

Qualifications
Associate degree with a major in Business Administration, Finance, Economics, Marketing or a directly related field (education will be verified using the "Education Requirements" listed below) and eight (8) years of experience in progressively responsible procurement, purchasing/acquisition related work in a public sector organization, or an equivalent combination of education and experience. Certification as a Certified Professional Public Buyer (CPPB), or equivalent is required.
Bachelor’s degree in Business Administration or Public Administration is highly desirable.
A current and valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
Education Requirements: To be considered valid (or verified) for position qualification purposes, and consistent with City Hiring Policy 4-5, a High School, GED or equivalent diploma, and all higher education degrees or certifications must have been issued by:

State of Emergency: When normal operations of City departments are suspended or interrupted due to a declaration by the Mayor that a state of emergency exists, all employees will be deemed critical by the City. For the preparation and/or continuation of emergency operations or for special work detail, employees deemed necessary shall be required to work. Employees deemed critical by the City but not needed for the initial preparation and/or continuation of emergency operations or for special work detail may be directed not to report to work, and given paid administrative leave or they may be reassigned to another location that best meet the needs of the City.
