Days: 260/year
Hours: 7.5/day 7:30am - 3:30pm Monday - Friday
Rate: $23.87 - $25.84 Based on years in PSERS
QUALIFICATIONS:
1. Bachelor Degree in Accounting or other related profession or equivalent, required.
2. Prior payroll experience required.
3. Ability to create, analyze, manage payroll functions relating to salary and benefit information for all employee groups
within the district.
4. Minimum three years experience and training in bookkeeping, accounting, and payroll procedures required.
5. Excellent interpersonal and communication skills.
6. Demonstrated insight, intelligence and problem-solving ability.
7. Demonstrated experience in use of technology and manipulation of data.
8. Such alternatives to the above as the Board may find appropriate and acceptable.
REPORTS TO: Finance & Accounting Manager
GOALS: To plan for and assist in the implementation of Business Office functions relating to the management and processing of the payroll system within the Millcreek Township School District.
PERFORMANCE RESPONSIBILITIES:
1. Maintain good rapport with co-workers and community.
2. Maintain confidentiality of District and school business.
3. Prepare and process the biweekly payroll for the district's employees.
4. Answer all questions and telephone calls regarding payroll problems.
5. Assist the Director of Finance & Operations in preparing the budget for each fiscal year.
6. Compute employees' salaries and wages for each fiscal year.
7. Figure, prepare, and submit federal, social security and state taxes.
8. Prepare and submit voluntary deduction checks.
9. Prepare and process PSERS reporting.
10. Prepare and process quarterly reports.
11. Prepare and process year end reports.
12. Prepare W-2's.
13. Verify any employment and payroll forms.
14. Prepare monthly forecast related to payroll.
15. Reconcile PSERS balance sheet account against PSERS account and reports.
16. Maintain payroll in compliance with various employee contracts.
17. Ensure follow-up on and tracking of all systemic payroll issues that arise.
18. Review ledgers to confirm proper chart of accounts are used based on PDE guidelines.14. Serve as designated back-up for Accounts Payable.
19. Set up accrued payroll and liabilities at year end.
20. Assist the Director of Finance & Operations with information pertinent to negotiations.
21. Other various salary and payroll reports as required on an as needed basis.
22. Any other duties assigned by the Superintendent or his/her designee.
POSITION SPECIFICATIONS:
LANGUAGE SKILLS:
Ability to read, write, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
MATHEMATICAL SKILLS:
Ability to work with mathematical concepts such as probability and statistical inference, and the ability to apply concepts such as fractions, percentages, rations, and proportions to practical situations.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
OTHER SKILLS and ABILITIES:
Ability to apply knowledge of current research and theory in specific field. Ability to establish and maintain effective working relationships with students, staff, and the community. Ability to communicate clearly and concisely both in oral and written form. Ability to perform duties with awareness of all district requirements and Board of Education policies.
