INTRODUCTION
This three-level classification series performs clerical and administrative support work in an office setting.
DISTINGUISHING FEATURES OF THE LEVEL
The Office Specialist 2 performs assignments that may require a broad knowledge of a variety of areas OR intense, specialized knowledge in a single area. The work consists of independently performing a full range of standard and non-standard clerical assignments and resolving a variety of non-recurring problems.
Examples of Essential Duties
EXAMPLES OF PRINCIPAL DUTIES
(Duties assigned to this classification include, but are not limited to, the following examples. Any one position may not perform all listed tasks.)
Department - Community Development
Receive and disseminate land use applications and submittals to planners. Enter relevant application information into E-Permitting software. Scan all documents into the system.
Using Geographic Information Systems identify property owners for mailing land use application and decision notices. Prepare labels for mailings and send notices in a timely manner.
Receive, open, date stamp, and distribute mail, reports, requests, or files and disseminate to appropriate staff personnel. Answer telephone inquiries from the general public.
Maintain hearings documents and recordings and manage public information requests related to these hearings.
Ensure the public seeking service has completed required forms. Provide assistance as necessary within the guidelines of the department. Maintain departmental form templates.
Scan and maintain property records and integrate those records into Geographic Information Systems.
Administrative support to the Short-Term Rental (STR) Administrator. Help maintain documents that ensure the integrity of that program.
Support Accounting Clerk to place office supply orders and maintain an inventory of all office supplies within the department.
Department - Surveyor's Office
Works as the primary point of contact for the public at the counter, via email and telephone.
Design, compose, and type correspondence forms, letters, and reports. Receive, open, date stamp, and distribute mail, reports, requests, approvals, and map submittals to appropriate staff/personnel. Scan or make copies as required. Maintain all office supplies, reordering, scheduled maintenance of internal office equipment.
Accept and log fees collected using receipt book, data sheets and cash register. Maintain appropriate balance of cash in the register. Manage office funds for supplies and equipment purchases. Track spending against monthly/quarterly/annual budget. Compose invoices/claim vouchers and deposits for the public and other departments.
Using Map Index, Adobe Acrobat, and Microsoft Excel programs to update recorded documents, client information and tax maps for public display on the Tillamook County Webpage. Website and webmaster experience is preferred.
Utilize Assessment and Tax/County Clerk's records, Geographic Information Systems (GIS) and County Surveyor's websites to research, locate and identify properties for all research inquiries or map copies.
Open, add, maintain, and close current project status on all submitted maps from the private sector and current field work projects for the public.
Typical Qualifications
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge:
Knowledge of the duties, priorities, commitments, policies, and program goals of the department to perform a wide range of office support activities. Knowledge of business English, spelling, grammar, and composition. Knowledge of record-keeping methods and practices.
Skills:
Strong professional communication skills, both written and oral. Intermediate or advanced knowledge of Microsoft Office Suite and Adobe software. Strong customer service skills, experience in taking minutes. Prepare correspondence and provide a wide array of organizational and administrative support. Coordinate meetings, prepare reports and other confidential materials.
Abilities:
Able to plan, organize, and accomplish multiple tasks simultaneously. Able to adjust to priority changes. Able to make decisions independently in accordance with established policies and procedures. Able to use judgment and initiative in carrying out tasks and responsibilities. Able to communicate effectively in both oral and written forms. Able to establish and maintain records, reports, and statistical data. Able to meet and deal effectively with employees and management staff, legislative and congressional representatives, staff from outside agencies, advisory boards, private businesses, contractors, consultants, and the public. Able to remain calm and use good judgment during confrontational or high-pressure situations. Able to maintain confidentiality and professionalism at all times.
QUALIFICATIONS
Two years of progressively responsible office or clerical experience with six months in the program or general area in which the position is located. Two years of education above the high school level may be substituted for experience. If the operation of a motor vehicle is required, the employee must possess a valid Oregon driver's license and maintain an acceptable driving record.

SUPERVISORY CONTROLS
Positions at this level perform varied work assignments, make decisions, and take action under minimal supervision.
GUIDELINES
Extensive guidelines in the form of instructions, manuals, regulations, statutes and procedures apply to the work. The employee must use judgment in locating and selecting the most appropriate guideline for application to the circumstances of the case at hand.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Work is performed in an office environment and is generally sedentary. Some positions may require kneeling, light lifting and carrying, pulling, pushing, reaching, walking, or extended periods of standing or sitting. Work may be performed in a setting with frequent distractions and interruptions.

Tillamook County offers a generous benefits package to regular employees working 20 hours or more of the regularly scheduled work week.
Part-time regular employees working more than 20 hours but less than 40 hours will receive a pro-rated amount based on their regularly scheduled time.
Employees are eligible for insurance benefits the first day of the month following a full 30 days of employment.

- Retirement Plan - employees are eligible for the County-sponsored Retirement Plan after 6 full months of employment. The County contributions are based on the employee's gross monthly salary; earning an 8% annual interest. Employees can also contribute up to 10% of their monthly salary to the Voluntary Employee Account.
- Holiday Pay - employees are eligible for 12 paid holidays, including a floating holiday, beginning on the first day of employment
- Sick Leave - employees begin to accrue at 8 hours a month upon hire and are eligible to use leave after 3 full months of employment
- Vacation - employees begin to accrue at 8.66 hours a month beginning on the first day of employment and are eligible to use vacation days 6 full months of employment
