Job Description
This is an exciting opportunity for board certified or board eligible physicians to join the senior leadership team of a large well-established urban public health department. The Medical Director for the Infectious Disease Bureau at the Boston Public Health Commission works closely with the Commissioner of Public Health to establish priorities and manage the on-going work of the Commission related to communicable diseases and to lead strategic planning efforts related to all Infectious Diseases of public health significance in Boston. The Medical Director Reports directly to the Commissioner of Public Health and is expected to play a coordinating role with all BPHC Senior Leadership Team including the Deputy Commissioners, Bureau Directors and Program Directors across public health programs and public health service centers.
Strengthened by the Boston Public Health Commission's two hundred years of leadership in public health, our Infectious Disease Bureau strives to reduce the impact of Infectious Diseases, prevent morbidity associated with these diseases, and create healthier lives for the residents of Boston.
Work within the Infectious Disease Bureau includes disease surveillance, investigation of cases and outbreaks, funding a continuum of HIV/AIDS-related education and care through the Ryan White HIV/AIDS Treatment Modernization Act, and community and provider education related to other communicable diseases.
From sexually transmitted infections to tuberculosis to new emerging diseases, we address a range of issues related to preventing and treating Infectious Diseases.
Position Description:
The Medical Director of the Infectious Disease Bureau provides leadership and direction for all activities related to surveillance and control of reportable Infectious Diseases of public health significance in Boston, including COVID-19, HIV, and STIs. The interrelationships between multiple Infectious Diseases with significant public health implications (such as HIV, TB, hepatitis, and sexually transmitted infections) requires that the Medical Director provide comprehensive and broad oversight of activities related to all reportable Infectious Diseases including management and allocation of resources. Specific activities range widely depending on identified diseases of concern but include at a minimum the management of the following essential programs within the Infectious Diseases Bureau: the Communicable Disease Control Division, the Division of Education and Community Engagement, Tuberculosis Prevention and Control, the Ryan White Services Division, and the Ryan White Dental Program. This position is also a member of the BPHC senior leadership team and ensures collaboration with internal BPHC programs and also external partners including other city departments such as Inspectional Services, healthcare and clinical partners, and community-based organizations.
Minimum Qualifications
Clinical Leadership and Experience:
  • Provides clinical guidance and expertise related to control of reportable Infectious Diseases of public health significance to IDB staff and to healthcare providers and agencies throughout Boston.
  • Provides communicable disease related public health guidance to organizations, agencies, and individuals in Boston (e.g., food handling facilities, schools, colleges and universities).
  • Partners with Boston Public Schools, other schools and colleges to identify, prevent, and control Infectious Diseases.
  • Develops recommendations related to treatment and prophylaxis for Infectious Diseases (such as meningococcal disease, hepatitis A virus, influenza, and others). Develops and provides standing orders as needed. Manages special immunization related activities.
  • Oversees all Infectious Disease surveillance activities related to Boston, including both internally and externally generated data.

In collaboration with Massport, CDC's Division of Global Migration and Quarantine, and others, investigates and implements control measures for Infectious Diseases of public health significance at Logan Airport and the seaport.
  • Provides Infectious Disease expertise related to activities in biological research laboratories. Investigates exposures in biological research laboratories for significance and directs control measures to limit the spread of disease.
  • Participates in environmental surveillance systems and analyzes significance of related data in conjunction with disease surveillance information.
  • Represents BPHC on groups planning for identification and management of Emerging Infectious Diseases (such as Lassa, Ebola, and novel influenza strains) including plans for control of these infections within healthcare facilities and in the community.
  • In conjunction with BPHC Environmental Health and Boston Inspectional Services (ISD), investigates exposures to Infectious Diseases (such as Legionella) in sites in the community (such as residences, businesses, schools) and directs clinical response.
  • Collaborates with Boston Animal Control to prevent rabies and other zoonoses in Boston. Provides clinical direction for post exposure prophylaxis.
  • Collaborates with internal (e.g., Offices of Environmental Health and Public Health Preparedness) and external partners (e.g., MA Department of Public Health, Centers for Disease Control) on prevention, identification, and control of vector-borne illness.
  • Collaborates with Boston ISD to investigate and control food borne illness in Boston residents and in Boston based facilities.
  • Collaborates with the Boston Water and Sewer Commission (BWSC) and the Massachusetts Water Resources Authority (MWRA) to minimize and manage Infectious Disease concerns related to Boston's water supply.
  • Develops and leads TB Prevention and Control services.
  • Reviews all Boston resident TB cases overseeing case management and TB control activities.
  • Directs all TB control efforts for non-Boston resident TB cases with a Boston presence (e.g., work in Boston, attend school in Boston).

Management/Strategic Direction:
  • Provides clinical guidance to all IDB education, outreach, and training efforts ensuring timely, accurate, and high quality written and other materials.
  • Ensures that training and health education/promotion materials are developed to effectively reach the diverse populations served by the BPHC.
  • Directs strategic planning efforts related to all reportable Infectious Diseases of public health significance in Boston.
  • Provides education to clinicians through presentations at grand rounds, learning collaboratives, conferences, etc.
  • Provides technical expertise related to occupational health communicable disease issues (such as immunization, work related isolation and quarantine, etc.) internally and to external agencies.
  • Supports all accreditation related work within the IDB, including all accreditation documents produced by IDB staff.
  • Provides strategic planning related to control of sexually transmitted infections other than HIV through the development of educational campaigns, funding of external contractors, and individual case follow-up.
  • Works in collaboration with the BPHC's Center for Public Health Science, Technology and Innovation to provide strategic direction and guidance to IDB epidemiologists, including providing clinical context to data, and ensuring that IDB's data priorities are being executed.
  • MD or equivalent with current Massachusetts license.
  • Board certification or Board-eligible in Infectious Disease, Pediatric Medicine, and/or Internal Medicine.
  • Master of Public Health preferred.
  • Minimum five to seven years of experience leading a communicable disease/Infectious Disease public health program at local, state, or federal level.
  • Minimum of five years of experience managing clinical site(s).
  • Demonstrated leadership of large, diverse workforce from different professional backgrounds/disciplines.
  • Demonstrated experience providing education and technical consultation to healthcare providers, community groups, and individuals.
  • Demonstrated experience in grant writing and management of funded programs.
  • Excellent verbal and written communication skills.
  • Schedule Negotiable. A part-time role contracted through an academic center can be considered.
