King County Metro Transit's Marine Division has an exciting opportunity for a Transit Administrative Support Specialist III (TASS III). This position will support the Marine Division by using their organizational and administrative skills to serve as the principle Administrative Support for the division. Competitive candidates will show initiative, have outstanding customer service skills, be highly organized and detail-oriented, act with a sense of urgency, and be able to multi-task effectively.

Metro is King County's largest Department, employing over 5,000 people who primarily work in the field of transit operations, vehicle maintenance, transit facilities operations, and marine.


About King County Water Taxi System (Marine Division)

King County has been operating Water Taxi services since October 2009. In 2019, the Marine Division joined King County Metro to help Metro meet its goals of incorporating multiple modes of transit, including buses, boats, trains, shuttles, accessible services, and rideshare programs. The Marine Division operates the Water Taxi ferry service on two routes in Puget Sound, both originating at Pier 50 in downtown Seattle: one route to West Seattle and the other to Vashon Island. The Water Taxi provides year-round service 7 days a week, 11 to 17 hours daily. In addition to King County Water taxi service, Kitsap County currently provides passenger-only ferry service to Kingston, Bremerton, and Southworth, which all use the King County passenger-only facility in Seattle.


This recruitment will immediately fill one (1) Career Service position, and may be used to establish an eligibility list to fill future Career Service, as well as any fully-benefited Term-Limited Temporary, and/or Special Duty Assignment vacancies, that may occur over the next twelve (12) months, at the discretion of the hiring authority.


The most competitive candidates will be invited to complete a skills test, which is the next step of the selection process. Skills testing is currently anticipated to occur in mid-January, but dates are subject to change. Interviews are currently anticipated to occur in mid to late January, but dates are subject to change.

  • Provide Administrative Support to the Marine Division, including assistance in managing calendars, phone calls, voicemails, email, mail, and other correspondence.
  • Assist with payroll entry, review, and processing.
  • Monitor, track, analyze, and process budget expenditures and research budget issues from the Marine invoice email account, including vendor correspondence.
  • Process invoice, P-card, and employee expense payments (fuel, uniform, and supply purchases; training, boot allowances, MMC and other license renewals, TWIC renewals, and other miscellaneous reimbursements).
  • Run expenditure reports in BI Insight to ensure compliance with King County Procurement rules.
  • Research product availability and vendors for division purchasing needs.
  • Track and monitor passenger fare cash deposits.
  • Perform monthly review and reconciliation of cash vault process.
  • Serve as division subject-matter expert in support of the web-based passenger fare reporting tools, including report generation, addressing system issues, revenue processing, invoice review, and changes to system user interface.
  • Maintain and reconcile bank accounts for passenger fare revenue, including merchant bank statements for the various fare types.
  • Prepare invoices for revenue billing, and other third party vendor billings.
  • Provide support to the Business & Finance Officer for year-end closing expenditure accrual and other finance/budget related duties, as assigned.
  • Serve as a point of contact for staff with questions on County and Marine Division policies, procedures, and processes. Disseminate information on changing policies, processes, and procedures.
  • Coordinate and build relationships with internal and external customers to ensure continued efficiencies and cooperation.
  • Attend divisional Staff and Management Business Review (MBR) meetings.
  • Other duties as assigned.

To be considered eligible for this role, applicants must possess these MINIMUM QUALIFICATIONS

  • Three (3) years of increasingly responsible office or Administrative Support experience, including independent administrative responsibility for a group or team of professional, technical, or management staff OR an equivalent combination of experience and education which demonstrates the knowledge, skills, and ability required to perform the duties of the position.
  • Strong customer service skills with demonstrated ability to be detail-oriented, organized, and show initiative. Ability to demonstrate resourcefulness in independently resolving problems and work assignments.
  • Ability to maintain strict confidentiality in the handling of confidential data and information involving matters internal to Metro as well as external matters involving suppliers, contractors, and vendors.
  • Ability to work independently and can establish and maintain cooperative, respectful, and equitable working relationships with a diverse group of coworkers, internal and external customers; ability to interact with others with tact, diplomacy, and courtesy.
  • Effective communication skills, including the ability to take accurate meeting minutes and produce concise meeting summaries.
  • Ability to multi-task with frequent interruptions, working under pressure efficiently and effectively with competing priorities, needs, and personalities.
  • Skill in conducting research on specific work assignments.
  • Ability to produce work products under tight deadlines.
  • Ability to operate and troubleshoot standard office equipment.
  • Knowledge of payroll processing operations and associated legal requirements.
  • Ability to learn software applications, including payroll and timekeeping software.
  • Proficiency with Microsoft Office 365 products including Word, Excel, Teams, and Outlook, with ability learn new software as needed.

The most competitive applicants will possess these DESIRABLE QUALIFICATIONS
  • Familiarity and experience with King County policies and procedures.
  • An understanding of SharePoint and Microsoft Power BI.
  • Experience with ORACLE EBS, or similar, financial and procurement software.
  • Experience with PeopleSoft, or similar, payroll and time-keeping software.
  • Knowledge of the King County Maritime Coalition labor agreement.

SELECTION PROCESS

WORK LOCATION AND ENVIRONMENT
The work associated with this position will be performed through a combination of teleworking complemented with onsite work. Employees will be required to travel to various County properties/locations in the regular performance of assigned duties. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington State and within a reasonable distance of their King County worksite to respond to workplace reporting requirements.


Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.


WORK SCHEDULE

This position is anticipated to be full time, assigned 40 hours per week, typically Monday through Friday. This position is not exempt from the provisions of the Fair Labor Standards Act, and is therefore eligible for overtime pay. This position is eligible for telework/remote work.
