THE PORT OF LONG BEACH IS SEEKING A MANAGER OF UTILITIES AND FLEET SERVICES

(This is an at-will position)

Salary Range: $140,000 - $185,000

The Maintenance Division is the custodian of the Port's Infrastructure and its owned facilities. Comprising five specialized functional sections-Administration, Facility Services, Harbor Marine, Infrastructure, Utilities and Fleet Services-the division orchestrates a comprehensive approach to upkeep and enhancement.

The Maintenance Division operates in response to work requests from various Harbor Divisions and the Port's tenants. Work schedules are influenced by factors such as inclement weather, special events, and tenant shipping schedules. Additionally, proactive measures through ongoing preventative maintenance play a vital role in preserving Port assets.

Reporting directly to the Assistant Director of Maintenance, the Manager of Utilities and Fleet Services assumes a pivotal role in overseeing and orchestrating daily maintenance operations within the Utilities and Fleet Services section. Responsibilities encompass the management and maintenance of essential systems such as potable water, sanitary sewer, storm drain systems, electrical operations, fleet maintenance, and vehicle operations, and providing critical support to the broader Engineering Services Bureau.

HOW YOU GET TO CONTRIBUTE:
  • Manage, direct, plan, and organize the daily maintenance activities of the Utility and Fleet Services Section through subordinate supervisors
  • Manage staff in performing daily responsibilities; interview and recommend employees for hire; train, coach, and mentor staff; evaluate employee performance; prepare annual performance reviews and provide coaching for performance improvement; take appropriate disciplinary action
  • Evaluate existing processes to determine effectiveness; monitor and recommend improvement processes
  • Oversee electrical, plumbing, AND FLEET SERVICES operations, including the review of project plans and development of project specifications.
  • Oversee the Installation, alters, and repairs of electrical systems, water, heating, and drainage systems in buildings, structures, and facilities
  • Manages the Environmental Compliance Program and applicable regulatory compliance for the Section
  • Oversee and engage with the team in repairing, adjusting, and servicing a wide variety of transportation, marine, construction, and related power equipment, including gasoline, diesel, CNG, LNG, and LPG, including electronic engine controls
  • Assist in preparing the section's budget
  • Interact with consultants and contractors and support the related needs of the Engineering Services Bureau
  • Serve as a subject matter expert in Utility and Fleet Operations
  • Focus resources in a strategic manner towards a preventive maintenance posture to maximize asset management of Port assets
  • Perform spot checks of work-in-progress and at completion by Port personnel and contractors to ensure compliance with plans, Port standards, and code standards
  • Monitor and evaluate the efficiency of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and reviews with the Assistant Director of Maintenance
  • Research and make recommendations for green vehicles and equipment; analyze reports to determine the optimal size and vehicle types; write equipment specifications for vehicle and equipment purchase; assist in the acquisition process
  • Respond to emergency calls on a 24-hour basis and effectively direct emergency operations support activities
  • Performs other related duties as required

EDUCATION, KNOWLEDGE & EXPERIENCE:

  • A Bachelor's Degree in Public Administration, Engineering, or a closely related field is desired. Experience offering specific and substantial preparation for the position's duties may be substituted for the required education on a year-for-year basis
  • Five or more of increasingly responsible experience in public works or infrastructure/facilities maintenance, with three of those years in a supervisory role.
  • Experience in the planning, construction, and/or maintenance of utility systems, such as electrical infrastructure, potable water systems, sanitary sewer systems, storm drain systems, sanitary sewer lift stations, and stormwater pumping stations
  • Must have a working knowledge of electrical systems, equipment, and related processes
  • Must have the knowledge, technical expertise, and the ability to strategically manage operational, maintenance, and resource management needs
  • Must have knowledge of principles and practices of budgeting and purchasing
  • Must have a broad working knowledge of management principles
  • Must be a hands-on manager with strong technical knowledge and business writing skills
  • Must have knowledge of safety practices, safe work methods, and safety regulations; safety and loss control program knowledge is needed to ensure programs are operational to reduce or prevent injuries, protect property, and provide for the safety of the public and Port employees
  • Requires knowledge of principles and practices of sound business communication
  • Demonstrable experience in managing fleet and heavy equipment desirable
  • Experience managing, coordinating, and directing the work of multiple crews
  • Experience preparing and monitoring a budget
  • Strong working knowledge of the principles and practices of supervision, including selection, training, performance evaluation, and progressive discipline

TECHNICAL SKILLS NEEDED:

  • Ability to analyze and respond to utility emergencies relating to fleet, electrical, water, sewer, and storm drain systems
  • Must be able to effectively use MS Office, including Word and Excel, Outlook, and other related computer applications
  • Proficiency in pump station monitoring systems
  • Must be proficient in utilizing maintenance work order systems, such as CMMS
  • Ability to analyze and categorize data and information in order to define consequences and to consider and select alternatives required
  • Ability to advise and interpret regarding the application of policies, procedures, and standards to specific situations is required
  • Ability to exercise the judgment, decisiveness, and creativity required in situations involving the direction, control, and planning of an entire program or multiple programs required
  • Ability to thoroughly analyze and find creative solutions to difficult problems required

DESIRABLE:

  • Mechanical, Plumbing, or Electrical Contractor License would be a plus

LICENSES/CERTIFICATION:

  • A valid California driver's license is required
  • Must be able to obtain and maintain a Transportation Worker Identification Credential (TWIC) during the course of employment.

THE BENEFITS:


The Port of Long Beach has established an annual salary range of $140,000 - $185,000 (placement depends on qualifications). An attractive package of executive-level benefits is also included, with the opportunity to work in one of the most diverse and dynamic areas of the United States. The Port's generous benefits package includes:

  • Auto Allowance - $550.00 per month
  • Executive Leave - 40 hours per year.
  • Retirement - CalPERS 2% @ 62, coordinated with social security. Current member contribution is 8.00% for CalPERS, and 6.2% for social security, paid by the employee.
  • Pay for Performance - Pay for Performance is awarded based on employee performance as demonstrated through achievement of individual goals, demonstration of required competencies, and available budget funds.
  • Deferred Compensation - City matches up to 2% of the base salary for all qualified members that are contributing to the 457(b) plan.
  • Group Health Insurance - Medical and dental options (HMO and PPO). Free vision coverage.
  • Life Insurance - City-paid life insurance policy of $20,000 plus executive insurance benefit equal to three times annual salary up to a maximum of $500,000.
  • Disability Insurance - City-paid short- and long-term disability insurance.
  • Vacation - Vacation is accrued at 3.7 hours per pay period to begin, which is equivalent to two weeks on an annual basis. Vacation can be used after six months of service.
  • Sick Leave - Accrued at 8 hours per month. Accruals may be converted upon retirement to cash credit toward health and /or dental insurance premiums or retirement service credits.
  • Paid Parental Leave - After six (6) months of City employment, the City pays up to 30 consecutive days (160 hours) for eligible employees to take paid time to bond with the child upon birth, adoption, or foster placement of a child, up to the age of 17.
  • Holidays - 11 scheduled holidays per calendar year and four (4) personal holidays.
  • Bereavement Leave - 5 days for death or critical illness of immediate family member.
  • Education Reimbursement - Tuition reimbursement allows employees to obtain additional education or training.
  • Annual Physical - Eligible to receive an annual physical examination at the city's expense through the city-provided program.
  • Public Student Loan Forgiveness: As the Harbor Department of the City of Long Beach, a governmental agency, the Port of Long Beach is a qualifying employer for the Public Student Loan Forgiveness (PSLF) program.
