Introduction

Maryland Department of Labor is currently accepting applications from qualified candidates for Administrator III within the Division of Occupational and Professional Licensing.

Main Purpose of Job

The main purpose of the position is to provide direction, oversight, and coordination for the Customer Service Center, which consists of all call center and a payment center. This area is responsible for the centralized license process and internet inline licensing process for every type of license application of the 25 units within the Division of Occupational and Professional Licensing (also known as the division). This position directly supervises staff and assists customers who make payments for licensing services. This position also supervises all phone staff who assist callers to the Division.

POSITION DUTIES

Duties of this position include, but are not limited to:
  • Responsible for the procedures of the payment center, which results in the issuance of licenses for 25 licensing units in accordance with procedures set by the Department of Labor and the legislative auditors. Oversees documents of licensing activity and revenues through daily lockbox postings of the bank, manual deposits and internet transactions. Supervises the receipts and processing of walk-in or mail payments.
  • Supervises the processing of original and renewal license applications through the payment center, which results in the issuance of licenses for 25 licensing units. Original and renewal license applications must be processed in accordance with procedures established by the legislative auditors and Department of Labor.
  • Prepares and maintains a process procedure manual which delineates procedures to be followed in the payment center with the processing of original and renewal license applications. Procedures include reconciling lockbox transactions with batch statements, updating and maintaining electronic records of licensing activity, and issuance or release of licenses.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Supervisory experience.

Customer Service experience.

Experience using AS400 application.

Knowledge of the principles, practices, and procedures of business and public administration.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Department of Labor/DUI) to determine whether any monies are owed to Department of Labor/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
