DESCRIPTION
About the Position
Lane County Administration seeks a Senior Management Analyst to manage facility design and construction projects in the office of Capital Improvements. The incumbent will work independently, in conjunction with other team members within Capital Planning and Facilities Management, provide assistance to the Capital Planning Supervisor, and frequently manage contracts for professional services.
*Note: Based on current funding sources, this is a limited-duration position through June 30, 2025. It is anticipated, but not guaranteed, that this position will shift into a full-time regular position when the current funding is exhausted.
What you'll do:
  • Coordinate communication of project planning and design issues between design professionals and County staff; coordinate technical review processes with appropriate County staff.
  • Direct Architects, Engineers, and other professional consultants to ensure conformance with established facility management standards, project budgets, and project schedules; prepare documents for internal project authorization.
  • Direct construction Contractors to ensure conformance with established facility management standards, project budgets, and project schedules in accordance with Contract Documents.
  • Participate in the development of project budgets and projects schedules; prepare documents for internal project authorization.
  • Participate in the development of professional service agreements with Architects,
  • Engineers, and other professional consultants; define scopes of work; negotiate fees; write service agreements.
  • Participate in development of professional service agreements with construction Contractors.
  • Administer multiple capital projects simultaneously; manage expenditures; authorize contract payments; coordinate project scheduling and planning.
  • Provide technical and/or professional consultation to other programs, divisions, or departments within the County for facilities-related issues.
  • Prepare procurement documents and administer selection processes for professional consulting and construction services.

About the Division
The County Administration Office (CAO) provides an array of services to community members, County departments and partner organizations. It is the focal point for implementing policies approved by the elected Board of County Commissioners. The County Administration Office also works to anticipate customer needs, manage the day-to-day operations of the County, and guide County-wide work to achieve our strategic objectives.

Schedule: Monday - Friday; 8:00am - 5:00pm; with flexibility. Must be available days, and infrequently during evenings or weekends, due to the nature of the position and its distinguishing characteristics.

QUALIFICATIONS
Training:
  • Bachelor's degree in Architecture, Engineering, Construction Management, or a closely related field.

Experience:
  • Four years of professional experience in public or business administration, public affairs, or a field directly related to area assigned.
  • OR an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements(positions in this class may require):
  • Oregon Driver's License.

Preferred Qualifications:
  • Educational background or other certification in engineering, architecture, and/or construction would be beneficial.
