Job Description:
We are looking for someone that has an eye for detail and experience managing agreements, budgets, or other fiscal elements of grants and contracts. This position will provide technical assistance to, and creatively help, grantees and contractors navigate the fiscal obligations of their awards. This position is part of the Oregon Department of Early Learning & Care (DELC) which is an agency that prides itself on enabling Oregon's young children and families to learn and thrive. We are responsible for overseeing the state's Early Head Start, Head Start, Prenatal to Kindergarten, and Relief Nurseries programs, licensing Oregon's child care providers and developing systems that coordinate regional cross sector partnerships through Early Learning Hubs. DELC partners with local Child Care Resource and Referral organizations to provide professional learning, coaching, consultation and other quality improvement opportunities for early learning and care providers.

What you will do:
The purpose of the Grants Management Specialist position is to provide procurement, fiscal, and contract/grant support for Early Learning contracts and grants. Work will include, but not be limited to, developing, and tracking overall grant/contract fiscal/budget plan, tracking certified grants and monitoring of funding levels and performing federal and state grants fiscal analysis tasks. This position will also review audit reports, financial statements, and budget worksheets; perform fiscal analysis of federal and state financial reports; and assist in tracking overall fiscal/budget plan. The Grants Management Specialist will also work closely with other grants analysts and program staff leads, internal budget and procurement individuals, the Department of Justice (DOJ), and others as required to align processes, language, and protocols.

What we are looking for:
A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or related degree; and two years experience coordinating or administering a program.
OR
Any combination of experience or education equivalent to five years of experience coordinating or administering a program.
In addition, we are looking for applicants that have the following Desired Attributes:
  • Experience collaborating with others throughout an organization to administer programs.
  • Grant management experience.
  • Experience analyzing process and procedure to recommend improvements/efficiencies.
  • Experience responding professionally and rapidly to requests from outside agencies/organizations.
  • Experience managing competing priorities on short timelines.
  • Organized with an awareness of fine details within grant agreements and financial tracking. Proficiency with Microsoft Excel, creating spreadsheets and manipulating data.
  • Excellent oral and written communications skills.
  • Experience facilitating and leading meetings, producing variations of distilled information and data through presentations, adjusting the information format(s) to ensure it is accessible to a variety of diverse audiences and learning styles.
