Job Summary and Responsibilities/Duties

**This position is hybrid with flexibility. Weekly schedule can include a combination of onsite and remote work.
Oversees the pre-implementation through completion of a variety of technology and process project portfolios, individual projects, and program assignments, including hardware and software customizations, changes, installations, adoptions, optimizations, upgrades and virtualization rollouts within the Project Management Office (PMO). Works with a variety of technologies, consultants, contractors, and internal staff to develop metrics, protocols, and standards to support software development and technology implementations for the college and end users. Initiates, plans, schedules, controls, and closes multiple large, high profile and high priority projects and initiatives that contribute to efforts that support the mission, vision and strategic goals of the College through the effective planning and use of technologies.
Essential Duties
  1. Oversees project plans and operations for projects and works with internal and external stakeholders to develop project goals, identify objectives, expectations, resources and timelines for completion to assure that projects are completed on time and within budget. Develops and documents work breakdown structures (WBSs); coordinates workflow, tasks, schedules and resource plans; recommends processes; defines and tracks project scope, requirements, budget, risk, milestones and deliverables. Communicates with stakeholders and addresses project issues and concerns. Prepares project status reports and presents a variety of executive summaries and recommendations, as appropriate.
  2. Conducts feasibility and cost/benefit analyses of project proposals with respect to deadlines, technology and business needs and integration with current and future systems, and assists other team members in their analysis.
  3. Collaborates with and serves as a liaison to business units, technology teams, and support teams to develop GAP analyses and conceptual designs necessary to meet business objectives. Creates detailed business requirement documents, diagrams business processes, completes business cases, and translates into functional and technical specifications. Collaborates with developers and subject matter experts to establish the technical vision and analyzes tradeoffs between usability and performance needs.
  4. Coordinates with, assigns tasks, and leads internal and cross-departmental project teams comprised of staff, vendors and/or contractors, to execute project implementation plans and monitor work performance, payments and other related activities; facilitates and/or leads project team meetings and discussions to reach consensus and document decisions.
  5. Works with College purchasing and contracting staff, stakeholders, and suppliers to develop Requests for Proposals (RFPs), conduct bid analyses, and review vendor and contractor submittals; monitors vendor and contractor work performance, payments, and similar activities.
  6. Acts as a college Project Management point of contact when working with external vendors who may have an overall external project manager when implementing large college-wide initiatives.
  7. Participates in the continual assessment and development of college Project Management standards and processes. Recommends, develops and designs processes and systems -mapping strategies and tools to identify customer needs, translating them into technology development specifications; researches and recommends off-the-shelf and custom build products that meet user needs; assists with the design and implementation of test and inspection methods to identify defects and problems in software applications.
  8. Coordinates and participates in holistic strategic planning and program management for multiple, connected and/or competing projects through the prioritization of tasks, alignment of skills required, and delegation of resources, including technology, consultants, contractors, staff, and funding. Assists with and prepares and presents presentations as needed.
  9. Assists with monitoring college program and Project Management activity. May provide related training, work direction and guidance to full and part-time employees and student workers.
  10. Writes testing plans, conducts testing, creates quality assurance standards, identifies ways to improve project outcomes, conducts internal review and audit of assigned projects' activities and verifies projects follow established standards.
  11. Develops and maintains detailed, clear, complete, and accessible project files and documentation, in accordance with legal and College requirements and industry best practices.
Additional Duties
  1. Maintains and develops professional skills through ongoing training and career development, including self-study, classroom training, and industry seminars and workshops; attends and participates in meetings, conferences, and seminars relevant to systems business applications development, Project Management and quality assurance metrics.
  2. Performs all other duties as assigned.

Minimum and Desired Qualifications
Education: Bachelor's degree in information technology, computer science, Project Management, engineering, business administration or related field
Experience/Training:
  • Minimum (3) years of experience of Project Management including but not limited to IT projects, including at least (1) year of experience in the analysis of business and systems.
  • Previous experience in overall program or portfolio management planning and tracking
  • Experience working with diverse backgrounds of the college's community, students and employees; demonstrated commitment to promoting access and diversity.
  • Highly proficient in MS products Visio, Project, M365.
  • Highly proficient in cloud-based project/task management tools such as Monday.com, Asana, JIRA or ClickUp

Equivalent combinations of education and experience may be considered.
Desired Qualifications
  • Professional designation as a Project Management Professional (PMP)
  • Professional certification in Business Analysis or similar
  • Experience in higher education or a large, multi-unit public sector organization
  • Experience working with a PMO structure.
  • Experience with multiple Project Management methodologies including agile development
  • Change management experience with effective communication plans and risk/issue management

  • Develop business process models and track budgets; design, implement and maintain documentation for workflow procedures and other project tracking needs.
  • Ensure fiscal control and accountability for project budgets.
  • Participate in creating Requests for Proposals and in vendor selection and material procurement process.
  • Work effectively and collaboratively in an ever-changing, multi-tasking, multi-deadline, environment.
  • Provide work direction, guidance, assistance and leadership to consultants, contractors and staff for assigned projects.
  • Establish and maintain effective working relationships; deliver a high-level of customer service to district stakeholders.
  • Participate in the development and implementation of short- and long- term strategic plans and program and Project Management standards.
  • Maintain current knowledge of technological advances in the field.

Working Conditions
Work is typically performed in a normal office environment while sitting at a computer terminal. Visual eye strain and repetitive hand/wrist motion for data entry and keyboarding functions
Salary:
Initial salary placement will be based on years of relevant full-time equivalent experience at the sole discretion of the College, per the guidelines in the applicable Handbook or Collective Bargaining Agreement.
