As a Senior Management Analyst, you will play a vital role in continuously improving and promoting Lane County's comprehensive disaster planning, training, and exercise initiatives. Working directly under the guidance of Lane County's Emergency Program Manager, you will oversee and participate in the coordination, development, and maintenance of the County's Emergency Operations Plan.
In this position, you will be responsible for developing and conducting trainings, exercises, and evaluations to ensure compliance with local, state, and federal requirements. You will analyze potential hazards and risks, prepare reports, and provide critical damage assessments following natural or technological disasters and critical incidents. Your expertise will be instrumental in leading the development of After-Action Reports and Improvement Plans, as well as facilitating and participating in emergency response and recovery activities at the county, state, and federal levels.
As a senior member of our team, you will also oversee the development and implementation of exercise processes to assess the county's readiness and response capabilities during disasters. Your coordination skills will be key as you engage with the public, outside emergency officials, and partners, ensuring effective communication and collaboration. Additionally, you will play a pivotal role in coordinating service delivery to the public during incidents, ensuring the highest level of support and care.

About the Lane County Emergency Management Program:
The Office of Emergency Management provides support for the entire organization, under the direction of the Emergency Program Manager, Lane County's Emergency Management Program supports all County departments by planning and directing Emergency Management activities and projects. Program staff collaborate with partners to conduct and coordinate countywide mitigation, preparedness, response, and recovery activities. Lane County's Emergency Management Program is consistent with the National Incident Management System (NIMS) and the National Response Framework. The County's Emergency Operations Center utilizes an ICS/ESF Hybrid Model. Program staffing consists of three fulltime employees.
Schedule: Monday - Friday; 8:00am - 5:00pm.

QUALIFICATIONS
Training:
  • Bachelor's Degree.
    • Major coursework in Emergency Management or a related field is preferred.

Experience:
  • Four years of professional experience in public or business administration, public affairs, or a field directly related to area assigned; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing Requirements
  • Oregon Driver's License.

Special Requirements:
  • Completion of FEMA courses ICS-100, -200, -700, and -800.
  • Incumbents for this position may be required to report in emergencies.

Preferred Qualifications:
  • Certified Emergency Manager (CEM) certification or Oregon Certified Emergency Management Specialist (ORCEMS) professional certification.
  • Experience as an ICS Curricula Instructor.
  • Experience, coursework, and/or certification in Homeland Security Exercise & Evaluation Program (HSEEP).
  • FEMA Professional Development Series (PDS)
  • Oregon Basic Applied Practices Series (BAPS)

If you enroll in the HDHP the County will contribute to your HSA: $1,500 (individual) or $3,000 (family) annually. This amount is prorated based on date of hire.
Eligible employees who complete a Health History Risk Assessment (HHRA), Biometric Screening, and Comprehensive Health Review (CHR) at the Live Well Center receive a $20 per month credit.
Wellness Clinic - The Live Well Center is for Lane County benefits-eligible employees, spouses and dependents (ages 2 and up) who are enrolled in the Lane County health plan. Marathon Health manages the Live Well Center and their clinical team provides confidential, affordable care for your acute and preventive healthcare needs.
