Job Summary:
Performs highly advanced (senior-level) professional assistance work for the Controller in the Office of the Controller Division of the Texas Lottery Commission. Work involves coordinating or overseeing high-level administrative operations of the division. Works in a manner that exemplifies and supports the agency's core values of integrity, responsibility, innovation, fiscal accountability, customer responsiveness, teamwork, and excellence. May plan and assign the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment. This position reports to the Controller.
Qualifications:
• High school graduate or GED equivalent is required. Graduation from an accredited four-year college or university with major coursework in business administration or a related field is preferred.
• Six years administrative support work experience is required. (Completion of thirty semester hours of college credit may be substituted for experience on a year-for-year basis.)
• Experience with Microsoft Word and Excel is required.
• Must be willing to work evenings, weekends, and holidays as workload may require.
• Willingness to travel up to 10% for job-related purposes is required.
• Experience with accounting or Enterprise Resource Planning (ERP) software is preferred.
• Typing skills with an accurate speed of 35 wpm is preferred.
• Experience in the tracking of budgets is preferred.
• Experience in professional administrative assistance for a director/manager is preferred.

• Knowledge of accepted business practices and procedures involved in providing services and of applicable rules, regulations, and policies, as well as related administrative practices and procedures.

Physical and Mental Requirements:
• Must be able to sit or stand for extended periods of time, work under deadlines, and operate standard office equipment and computer software.
Essential Job Functions:
• Provides highly advanced professional administrative and technical assistance for Director and managers and manages day-to-day activities of the Office of the Controller Division to include:
o Answering calls, routing incoming calls, taking messages, and greeting visitors.
o Advising the Controller on administrative matters and agency activities within the Commission.
• Oversees and/or prepares, edits, proofreads, and distributes administrative documents, including complex correspondence, reports, studies, forms, and financial exhibits; oversees the gathering of Office of the Controller information for Commission meeting notebooks to include planning, preparing, and distributing required external and internal financial and budgetary reports:
• Coordinates the preparation of the agency's Strategic Plan. This includes editing, reviewing, disseminating, and gathering information from across the agency to compile document.
• Assists division personnel with preparation and coordination of Fiscal Notes during Legislative session.
• Coordinates, prepares, interprets, and disseminates information concerning agency programs, policies and procedures; updates and maintains the division's Intranet site.
• Develops, coordinates, and maintains filing and record keeping systems for Director and division including records retention.
• Manages the security function of internal and external financial systems, including CAPPS HR/Payroll and acts as the point of contact for agency employee assistance.
• Oversees the review, evaluation, update, and tracking of policies and procedures for the division.
• Oversees and coordinates responses to all requests for Open Records, surveys, questionnaires, etc.
• Manages calendars and coordinates meetings, conferences, and seminars for Director. Manages the coordination of travel arrangements in accordance with state guidelines and agency policy for agency wide group travel and prepares travel vouchers for other division personnel.
• Manages the agency travel credit card program, tracks monthly expenditures, and assists personnel with applications and reports.
• Assists in the management of the agency's travel system including keeping it up to date with new travel guidelines and troubleshooting as needed. This is a joint effort with accounts payable manager and travel coordinator.
• Prepares and processes purchase requests, tracks purchases through electronic procurement systems, and processes related paperwork and support files as required; assists in the tracking and preparation of division's annual budget.
• Compiles and reconciles time-keeping records for the division; assists Director and managers with general human resource management actions.
• Performs related work and special projects as assigned.
