SCAP is seeking a Director of Early Learning Programs, responsible for the development, planning and management of Head Start and Early Head Start who is committed to SCAP’s mission and vision.

Responsibilities

  • Ensure quality of services, monitor and ensure compliance with agency and program policies, and relevant regulations pertaining to all services.
  • Liaison to the Policy Council, funding sources, professional organizations and other community engagement initiatives and represents the CEO and the Agency in a manner that meets high standards of integrity, professionalism and outcomes.
  • Responsible for the oversight of ELP as well as centralized services as assigned ensuring all requirements for reporting are met, the development of appropriate office systems, draft completion of renewal applications are timely and accurate, contract monitoring and integrated data is maintained, and proactively working with the CFO and CEO to ensure budgets are followed and expenditures are appropriate.
  • Responsible for resource development including grant writing and development of enhanced services as well as oversight of corporate relationships and communications.
  • Ensure integration of services, internally and externally with partners, working to ensure program quality and elimination of duplication of effort by consumers and staff.
  • Responsible for recruiting Policy Council members and orienting parents and community representatives and for providing component overviews to the Board of Directors as directed. Ensures the Policy Council and Board of Directors are working cohesively in unison with the CEO.
  • Oversight of component hiring and termination working with the CHRO and CEO, employee orientation and development, ensuring compliance with personnel policies, labor agreements and agency philosophy and development of program related procedures.
Qualifications

Requirements

  • Master's Degree in Early Childhood Education, Social Work Administration or related field required.
  • Five (5) years progressive management experience with at least four (4) years of high-level administrative experience with grants administration, budget management and human resources management with management of a unionized environment preferred.
  • Demonstrated written and verbal communication skills, including writing proposals, reports and grants.
  • Working knowledge of local, state and federal regulations related to Day Care, Early Childhood, families and nonprofits.
  • Ability to manage multiple priorities and provide innovative leadership, including representing the CEO in the community.
  • Computer literacy required including the use of technology that creates efficiency.
  • Experience working proactively and progressively with community groups, consumers, colleagues and other groups including governance bodies.
  • Must provide on a biennial basis a physical from a licensed health care provider, clearing you under New York State Day Care regulations.
  • Background check is required prior to employment as required by NYS Day Care regulations and Federal Head Start Performance Standards.
  • Sensitive to the needs and possess a thorough understanding of the social issues, and public policy related to poverty, and at-risk groups.
  • Ability to coalesce high level teams, manage highly confidential information and implement the strategic plan as directed by the CEO.
