Description
The City of Shelton is excited to welcome a dynamic and skilled IT Systems Administrator to join our team.
This position provides a full range of network and system administration services, including vendor collaboration and administration, to ensure that City information systems are functional, efficient, and up to date.
Essential Duties and Responsibilities
  • Performs activities, operations and oversight required to maintain the City IT systems and services that City employees and customers rely on.
  • Participates in long-range planning, working in collaboration with management, vendors, and consultants to develop strategic plans supporting technology systems and services.
  • Monitors and coordinates Help Desk tickets, escalating tickets when needed and assisting by working tickets to ensure timely issue resolution.
  • Purchases, documents, and administers IT service and software renewals.
  • Takes responsibility for the quality of the design, construction, and management of the security infrastructure of information technology systems.
  • Ensures staff has proper resources to aid in the use of various computer and technology applications. Provide hardware, software, and product training to staff as needed.
  • Manages and implements IT security controls including MFA, security awareness training and hardware/software security controls.
  • Purchases, configures, and administers wireless devices in the City's Verizon accounts, including the enrollment and management of these devices in Microsoft Intune MEM.
  • Verifies backup systems are working effectively and efficiently.
  • Administers and maintains end user accounts, permissions, and access rights.
  • Assists the managed services provider in the installation, configuration, maintenance, and support of our server infrastructure, including Nutanix and Citrix administration.
  • Manages the configuration and maintenance of cabling and rack organization in City facilities, including collaborating with consultants on said configuration and maintenance.
  • Stays current with new technologies, trends, and regulations. Ensures system effectiveness and compliance with applicable laws, regulations, policies, and procedures.
  • Maintains current desk procedures and tasks to explain position responsibilities.
  • Purchases, configures, documents, and administers IT equipment, licensing, associated supplies, and materials.
  • In coordination with City SCADA vendor and Public Works Department, assists in maintaining and supporting SCADA software, nodes, server, and network configurations.
  • Assists in identifying, evaluating, and implementing new hardware and software solutions.
  • Recommends process improvement procedures, tasks, workflows, and systems.
  • Demonstrates courteous and cooperative behavior when interacting with the public and City staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • At times will be required to work outside normal business hours and work extended hours to meet the requirements of this position, including attendance at City Council meetings to provide support.
  • Manages City IT policies to ensure they are up to date and relevant with current IT practices and procedures.

Qualifications/Requirements

EDUCATION and/or EXPERIENCE:
An associate degree in computer science or a related field is required. Minimum one year of experience in network administration or related area for an organization of comparable size.
Preferred Certifications: CompTIA A+, Network +, and/or Security +
LANGUAGE SKILLS:
Ability to work courteously and effectively with City staff, the managed service provider, and other organizations. Ability to prepare clearly written reports and documents and make effective oral presentations of staff recommendations and reports.
MATHEMATICAL SKILLS:
Ability to calculate figures and amounts for submittal of the annual departmental budgets. Ability to research and apply for financial assistance for multiple projects through grants and loans.
REASONING ABILITY:
Ability to employ expertise, credibility, and effective collaboration to help customers identify, evaluate, and resolve complex or sensitive issues, problems, and service needs; utilize the Microsoft Suite including to create, format, and edit tables, columns, and charts; convey ideas and information in writing using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the reader; express ideas and information through spoken word using language appropriate to both the complexity of the topic and the knowledge and understanding of the audience.
CERTIFICATES, LICENSES, REGISTRATIONS:
Have, or have the ability to obtain, a valid Washington State Motor Vehicle Operator's License.
SKILLS and ABILITIES:
Configure and troubleshoot network and telecommunications hardware and software, including wireless networks. Configure and troubleshoot virtualization and server infrastructure. Skills in cyber security vulnerabilities, mitigation strategies, network security, and how to apply security controls, intrusion detection systems, firewalls, web application firewalls and VPNs. Principles and practices public records requests, including public computer workstations, technical services. Experience training and supporting client users in a production environment. Ability to collaborate and present ideas to personnel at all levels within the organization. Strong communication skills; both oral and written. Able to make recommendations that help solve technology use issues in the most efficient and effective manner. Have the ability to prioritize daily tasks, prepare schedules, and monitor/adjust task sequences.
Work Environment
The work environment conditions described here are representative of those an employee encounters while performing the essential functions of this job.
Most work is typically performed in an office environment with occasional work performed in an outdoor environment regardless of the weather. Must be able to travel to various locations within and outside the City of Shelton to meet the program needs and to fulfill the job responsibilities. Will occasionally be required to work some evenings and weekends.

Insurance Benefits
Employees and their families are covered by medical (including vision), dental and basic life insurance. There are several medical plans with no or very affordable monthly premiums that offer coverage throughout the state.
Employees are also covered by basic life and long-term disability insurance, with the option to purchase additional coverage amounts. An Employee Assistance Program is available to promote the health and well-being of employees.
Retirement and Deferred Compensation
City of Shelton Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs.
Employees also have the ability to participate in a deferred compensation program with a 6.2% match. This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security
City of Shelton employees are only covered by the Medicare portion of Social Security.
Public Service Loan Forgiveness
If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays
Full-time and part-time employees are entitled to 11 paid holidays and 2 paid personal floating holidays per calendar year.
Note: Employees who are members of certain Unions may be entitled to additional personal leave days.
Sick Leave
Full-time employees earn 8 hours of sick leave per month. Sick leave accruals for part-time employees will be pro-rated based on the number of hours in pay status.
Vacation (Annual Leave)
Full-time employees accrue vacation leave at the rates specified in City Policy 200-1501 per this schedule:

Part-time employees accrue pro-rated vacation leave hours based on their scheduled hours worked.
Military Leave
The City of Shelton supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave
Most employees whose family member or household member dies, are entitled to three (3) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
