Job description

Duties

  • You will serve as an IT SPECIALIST (INFOSEC) in the N3 Operations Department, Naval Computer and Telecommunications Station San Diego (NAVCOMTELSTA).
  • You will establish performance measures for customer support and operational aspects of networks and systems supported.
  • You will diagnose and analyze systems to determine optimum performance of equipment and coordinate with Program Managers and senior technical and managerial personnel regarding systems that interface with NC3 and C2 systems.
  • You will compile data and analyze message processing reports to validate procedures and identify trends which could degrade system reliability, timeliness in processing, and system integrity.

  • This is a Cyberspace Workforce position, work role code 451, proficiency level Advanced. The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Performing system audits to assess security parameters and performance.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Planning, coordinating, and advising on work efforts, or resolving issues or operating problems.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Planning, organizing, and carrying out assignments and coordinating work with others.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Providing advice and assistance to customers and troubleshooting complex problems.
In addition to my experience demonstrating the four competencies above, I have qualifying experience such as:
*Experience applying communication systems integrations methods, performance tuning methods, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the upgrade and installation of new products or equipment.
  • Experience utilizing methods and practices for troubleshooting, recovering, adjusting, modifying, and improving systems to solve complex problems and provide support that minimizes interruptions in service to customers.
  • Experience providing support related to installation, configuration and modification of hardware and software for operating systems, network platform, and interface connectivity.
  • Experience maintaining security principles and products, command and agency policies, procedures, regulations, directives, and requirements related to physical, personnel, emanations, and information security, and methods for evaluating risk or vulnerability.

This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f.
This position is in the excepted service and does not confer competitive status.
This is a Cyberspace Workforce position, work role code 421/451, proficiency level Intermediate. The incumbent is required to obtain qualifications within 12 months of appointment and maintain qualifications as described in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Incumbent is responsible for system operations on a 24/7 basis and is subject to some evening and weekend work. Employee will be on call for emergency situations.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
