Major Job Function
Essential Duties and Responsibilities

• Implementation and Planning:
o Maintain proper documentation and shared understanding of all technology systems and provide reports and key performance indicators on overall systems health.
o Assume a lead role in acquiring, supporting, and maintaining communication technology, including WANs, LANs, internet connections, phone systems, cellular assets, and wireless networks.
o Maintain the organization's effectiveness and efficiency by defining, delivering, and supporting strategic plans for integrating and implementing information technologies.
o Anticipate project and program requirements. Recommend and implement information technology strategies, policies, and procedures by evaluating organization outcomes, identifying problems, and evaluating trends.
o Collaborate with department heads on information technology projects and provide innovative solutions to ensure growth and align the technology property of the City's departments.
o Provide needs analysis and recommendations regarding information technology, communications, hardware, and systems support. Coordinate requisitions.
o In coordination with the managed IT provider, plans, implements, and performs network administration.
o Regularly assess and audit IT assets and IT policy/procedures.
• Maintenance and Installation:
o Performs installation, maintenance, repair, training, and hardware, software, and security projects for the network, including VOIP, wireless equipment, servers, firewalls, switches, routers, cabling, and other equipment essential to City functions.
o Manage operation and maintenance of information technology and related equipment.
o Preserve assets by evaluating risks, implementing disaster recovery and backup procedures, and maintaining information security and control structures.
• Assistance:
o Provide technical assistance and training to end-users for technical applications through personal assistance, group training seminars, and periodic email communication on IT-related items.
o Collaborate with the department staff regarding network connections, SCADA networks, fiber networks, and video and camera installation and connection.
• Communication and Organization:
o Establish vendor relationships and provide project oversight as the City liaison.
o Responsible for maintaining effective communication and relations with all City employees and external stakeholders.
• Security:
o Responsible, in coordination with the managed IT provider, for cybersecurity, including implementation, assessment, training, and oversight.
o Serves as the Information Security Officer for the City.

Minimum Requirements for Position
Minimum Qualifications
• Associate degree in computer science, management information systems, or a similar field.
• Three years of work experience in an information technology role involving configuring, supporting, and troubleshooting advanced equipment such as firewalls, servers, switches, computer networks, software administration, and systems operation.
• Must successfully pass a background check.
• Must have a valid driver's license.
Preferred Qualifications

• Bachelor's Degree in computer science, management information systems, or a similar field.
• Five years of work experience in an information technology role involving configuring, supporting, and troubleshooting advanced equipment such as firewalls, servers, switches, computer networks, software administration, and systems operation.
• Experience with utility and governmental operations is preferred.
Supplemental Information
Competencies
• Knowledge of the principles and techniques of database management, networking, firewall, VPNs, virtualization, programming, and systems design.
• Ability to troubleshoot advanced levels of technology equipment and systems and provide resolutions to problems.
• Knowledge of servers, server operating systems, and administration of servers, including Windows and Linux.
• Knowledge of telecommunications equipment, phone systems, VOIP, and POTS.
• Knowledge of cybersecurity practices and techniques.
• Knowledge of security systems, camera systems, and fire alarm systems.
• Ability to document processes, workflows, and necessary technology documentation.
• Knowledge of water, wastewater, gas, and electrical utility systems and infrastructure and how SCADA technology integrates and monitors such systems.
• Ability to formulate long-range system development plans and to schedule and supervise personnel resources in the implementation of such plans.
• Strong customer service skills, written and oral communication skills.
• Knowledge of budgeting process and procedures.
Expected Hours of Work
The position involves a minimum of 40 hours of work per week. Monday-Friday 8:00 am to 5:00 pm. Occasional overtime may be required. Must be able to respond to emergency situations.
Work Environment & Physical Demands
Continuously speak comprehensible English and understand English, read and write English; Hearing - continuously normal or corrected to normal; Eyesight - continuously far vision and near vision 20/40 or corrected to 20/40, frequently bend/stoop, squat, crouch, kneel, balance; occasionally reach above shoulder level; use hands for firm grasping and fine manipulating.

Life/Accidental Death & Dismemberment (ADD)-After 6-month waiting period amount equal to salary. Paid by City.
Long Term Disability Insurance-After 6-month waiting period amount equal to salary. Paid by City.
Section 125 Plan-Flexible Spending Account.
Vacation:
1-7 years: 10 days per year
8-14 years: 15 days per year
15-21 years: 20 days per year
22 years and over: 25 days per year subject to a maximum carryover
Sick Leave
1 day per month
Personal Leave
3 days (charged to sick leave).
Holidays
13 holidays per year
