This position is located in Fraud Detection and National Security (FDNS) Directorate, FDNS EB-5 Investor Program Office (IPO).
As an Intelligence Research Specialist, you will represent the organization on committees and working groups; participate in developing and drafting policies, procedures, and guidelines; and analyze and evaluate large volumes of intelligence materials.Qualifications: The qualifications for this position must be met by 11:59 PM (Eastern Time) on 02/19/2024.
Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 02/19/2024.
- Selecting, abstracting, and excerpting data from specific sources and compiling them for the use of higher graded specialists;
- Evaluating and making preliminary analyses of raw intelligence data. OR
- You may substitute successful completion of one year of fulltime graduate education for the experience required at the GS-07 level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school to determine how many credit hours comprise a year of graduate education. If that information is not available, use 18 semester or 27 quarter hours. OR
- You may also substitute superior academic achievement for the experience required at the GS-07 level. You must have completed the requirements for a Bachelor's degree from an accredited college or university with a grade point average of 3.0 or higher on a 4.0 scale, class standing in the upper third of a graduating class or major subdivision or membership in a national scholastic honor society.
GS-09: You qualify at the GS-09 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-07 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties:
- Providing assistance to senior specialists in the collection of intelligence information to identify trends, patterns, profiles, estimates, and studies;
- Engaging in the review of data, research, and analysis to develop and produce intelligence products;
- Assisting in the implementation of intelligence collection plans by carrying out specified portions or segments of specific projects;
- Processing and evaluating volumes of intelligence information from a variety of sources; and identifying and recommending solutions to analytical problems and disseminating intelligence products using prescribed methods. OR
- You may substitute a Master's degree or 2 full years of graduate education in a qualifying field or a J.D. or L.L.B. degree for the experience required at the GS-09 grade level. This education must have been obtained from an accredited college or university and demonstrate the skills necessary to do the work of the position. Check with your school or university to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.
- Processing and evaluating intelligence information and identifying and recommending solutions to a wide range of analytical problems;
- Analyzing intelligence data from a variety of sources to develop trends, patterns, profiles, estimates, and studies;
- Preparing preliminary and finished intelligence products and disseminating the products to the appropriate officials;
- Participating in intelligence liaison activities;
- Ensuring that intelligence data is properly classified, stored, and handled in accordance with pertinent directives. OR
- You may substitute a doctoral degree (PhD or equivalent degree) or three full years of progressively higher-level graduate education leading to such a degree in any field, or L.L.M. if related for experience at the GS-11 grade level or such education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.

The Fraud Detection and National Security Directorate (FDNS) was established within USCIS to strengthen national security and the integrity of the country's legal immigration system by closely aligning the adjudication of immigration benefits and services with the identification of potential threats to national security and/or public safety, the detection and deterrence of fraud, and the use of law enforcement and intelligence information to ensure optimal security for U.S. communities. FDNS systematically identifies updates, and records indicators of fraudulent activities; manages fraud cases; identifies vulnerabilities and other weaknesses that compromise the integrity of the legal immigration system; and coordinates and provides logistical support in law enforcement and national security matters. FDNS is the primary conduit for information sharing and collaboration with law enforcement and intelligence agencies.
Training: If you have not already done so, you will be required to attend the residential, paid FDNS Officer Basic Training course. Additionally, if you have not already done so, you will be required to attend the residential, paid USCIS BASIC Officer training program, lasting six weeks, at a USCIS training facility. Both trainings must be successfully completed according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion or separation by appropriate procedures.
